Job Description
Senior Legal Counsel - Government Contracts:
Supporting the Government Solutions and Sales business, the Senior Legal Counsel manage many different subjects and a high volume of legal requests, while delivering quality legal advice / analyses.
Your role:
- Advising Government Solutions and the Business Units on various compliance areas of growing importance including, but not limited to, cybersecurity, Buy American and Trade Agreements Acts, airworthiness, and areas subject to changes and updates by the new administration.
- Advising government sales, government contract managers and commercial contract managers on federal, state and local deals.
- Creating templates and negotiating subcontract agreements for Philips Research.
- Maintaining an in-house bid protest practice.
- Developing and delivering internal training materials to sales force, supply chain and legal personnel on government contract and compliance-related topics.

- You have a J.D. degree from an accredited U.S. law school and admission to a state bar.
- 10+ years of in-house or law firm experience and 7+ years in-depth government procurement experience;
- You've an extensive background in acquisitions conducted by federal and state agencies. Experience must include:
- Applying the Federal Acquisition Regulation (FAR), DFARS, VAARs and other agency supplements to the award, administration, and close-out of federal contracts;
- Analyzing issues related to GSA Schedule contracts, including those administered by the VA;
- Responding to solicitations;
- Buy American and Trade Agreements Act compliance;
- Commercial item contracting;
- MBE/SBE/WBE subcontracting;
- Cost-reimbursement contracting;
- Teaming agreements; and
- Bid protests
- Experience providing successful commercial and transactional support (including, e.g., drafting and negotiating subcontracts and commercial contracts).
- Demonstrated negotiation and drafting skills in complex corporate and commercial transactions and capable of coordinating the legal and general corporate policy support in those transactions.
