This position will be located on site in Palmdale, CA or Edwards AFB, CA.

The Flight Test Center's mission is to provide a certified and professional test force to ensure current and future programs are positioned to safely and efficiently execute the mission and deliver on NGAS commitments. These teams include aircrew, flight operations, flight test engineers, and management personnel.
Primary Responsibilities:
Working with programs to understand program staffing needs
Leading the Flight Test Technical Discipline which maintains and updates company documents on Flight Test which includes Principles & Operating Practices (PrOPs), Process Asset Library (PALs), manuals, and forms
Long range strategic planning
Leadership development and knowledge retention
Team engagement and collaboration
Developing and driving affordability strategies
Identifying and implementing process improvements within flight test
Additional responsibilities:
Development and implementation of departmental vision and strategies regarding People, Process and Tools
Work to drive employee engagement, improve employee development, improve training, and the retention of top talent
Support departmental staffing for management & senior technical positions through the development of requisitions, facilitating and conducting interviews, onboarding, and mentoring of staff
Support in the redeployment of department personnel by identifying opportunities and facilitating interviews with other managers and departments as required
Work to identify and implement process improvements as a member/alternate member of a Technical Working Group (TWG)
Support process audits, Independent Review Team evaluations, tiger teams, RCCA investigations, deep dives, and pre-milestone reviews
Assist with cross department integration activities, data calls, metrics generation, data collection, and reporting
Champion engagement activities to improve the workplace environment.
Interface directly with flight test engineers, aircrew, test leadership, technical experts, and other management in the department
Conduct employee performance management, goal development, leadership development and knowledge retention.
Assist the Center Director with the day-to-day execution of department activities, including engaging with section managers, and serving as the Delegation of Authority (DOA) for T&E leaders as needed
Travel between various Northrop Grumman facilities as required (25%)

Basic Qualifications:
Bachelor of Science degree in a STEM discipline AND 9 years of related professional/military work experience OR a Master of Science degree in a STEM discipline AND 7 years of related professional/military work experience OR a PhD in a STEM discipline and 5 years related professional/military experience
Must have a minimum of 3 year experience in a leadership or first level manager role
Flight test engineering or aircrew experience
Must have an active DoD Secret or Top-Secret clearance with full investigation within the last 6 years
Must have ability to obtain and maintain Program Access (PAR) within a reasonable period, as determined by the company to meet its business needs.
Preferred Qualifications:
Master's Degree in a Science, Technical, Engineering or Math field (STEM)
Master of Business Administration (MBA), or advanced Project Management (PM) Degree/Certifications
Experience with T&E processes and procedures to support both management and engineering tasks
Familiarity with current programs across Northrop Grumman - Aeronautics Sector
Experience building and developing multi-talented, cross-functional teams
* Prior functional management experience with knowledge of Functional Homeroom (FHR) processes
Salary Range: $170,000.00 - $255,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
