Northrop Grumman Defense Sector (NGDS) is seeking a highly qualified and energetic leader for the position of Strategic Sourcing Manager 3. This position is fully engaged with the GSC team and other functions to improve and enhance GSC procedures, systems, processes, analytics, and tools.
Roles and Responsibilities:

Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs

Acts as the main focal point and report to the CWI Division Director to meet goals for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers

Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP)

Tactical

Analyze and collect data on current awards and awards in pipeline to identify and capitalize on synergies at OU, BU

Develop and implement tools for supply chain planning at the program level to aid in efficient execution of awarded programs including drafting and negotiating LTA, teaming agreements and terms and conditions

Drive innovation, mitigate sourcing issues, prep for growth, address evolving issues

Strategic

Support sector Campaign through supplier engagement and market analysis

Provide data on current supplier engagement, gaps and penetration, evaluate risks and implement corrective actions

Support long range strategic planning activities and establishes near term tactics to bring longer term plans to fruition

Establishes investment strategies that support the long-range strategic plans and provide adequate return on investment, and drive synergies across similar product lines

Supports management of NCTA & Capital plans across the division through understanding of supply chain health

Partner with business development team to coordinate supplier engagement messaging, feedback

Understands and manages a team that works evolving issues such as risk management, capacity, Cybersecurity, and market trends.

Conducts market assessments to include analysis of customer budgets, buying behaviors, and trends to identify potential market growth, supplier partnership or acquisition, and sourcing opportunities

Perform competitive analysis which will include identifying key trends, recent developments, competitive behaviors, and financial analysis

Defines and develops material strategy

They will be responsible for drafting and negotiating various agreements. This includes long-term pricing agreements, teaming agreements, and negotiating terms and conditions. They will be responsible for assessing supply chain areas of risk and implementing mitigating or corrective actions. This includes researching options to compete with single source suppliers, assessing current suppliers, and improving the current supply base. This may also include working closely with engineering to research developing technologies. Must have background for improving the internal supply chain processes including benchmarking current processes against best practices and making recommendations for improvement. To achieve these goals, they will need to work with multiple functions including supply chain, planning, quality engineering, design engineering, and others. This position will work across multiple commodities including electronics (components, PWBs, cables, etc.), metal parts (machining, stamping, plastic, etc.), energetics, packaging, testing, and others.
Basic Qualifications:

Must have one of the following:

Bachelor's degree in business, finance, economics or other related discipline with a minimum of 12 years of directly related experience

Master's degree in business, finance, economics or other related discipline with a minimum of 10 years of directly related experience

Through knowledge of FAR/DFARS and other applicable government regulations

Ability to perform and apply appropriate cost accounting, pricing and estimating methods, concepts and principles including the development and application of cost improvement curves and factors

Ability to work as an integral member of the GSC team to achieve Global Supply Chain, Program and sector objectives, while maintaining full compliance during all stages of the proposal and acquisition processes

Ability to initiate and effectively implement process improvement across the breadth of pricing and estimating policies and procedure

Must be able to work on-site in Huntsville, AL

Must be able to travel as needed (up to 10% of the time)

Preferred Qualifications:

Working Knowledge of SAP

Past experience with DCAA/DCMA audits

Professional Certifications: CPSM, CFCM, CPCM

Primary Level Salary Range: $162,300.00 - $243,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
