Our employees are not only part of history, they're making history.We are looking for an experienced Staff Subcontract Administrator to join our growing team supporting the Microelectronics Center. This position will be located in our Redondo Beach, CA facility. The successful candidate will source and procure specialized products and services, from cradle to grave. Activities include executing Non-Disclosure Agreements, negotiating Teaming Agreements, reviewing Statements of Work and/or Technical Documents, issuing Requests for Proposals, analyzing proposals, evaluating commerciality claims, approving source justifications and technical evaluations, completing price/cost analyses, negotiating Terms and Conditions/pricing/schedule, awarding and modifying subcontracts, preparing compliant procurement audit files in accordance with FAR and company policies, etc.
Specific tasks will include, but not be limited to:

Source and procure specialized goods and services.

Owns contractual management for the supplier.

Responsible for source selection.

Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.

Develops bid packages to include PO specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

Analyzes and evaluates proposals, negotiates terms and conditions, selects or recommends vendors, writes awards, and administers resulting POs.

Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.

Basic Qualifications for a Band 5:

Bachelor's degree and a minimum of 12 years of supply chain, procurement, business management and/or related experience with a minimum of 8 years in supply chain; will consider a minimum of 16 years of supply chain, procurement, business management and/or related experience in lieu of a Bachelors degree with a minimum of 10 years of supply chain

Experience with the government acquisition process with a strong knowledge of Federal Acquisition Regulation (FAR) and agency supplements, such as Defense Federal Acquisition Regulations (DFARS).

US Citizenship

Ability to obtain and maintain TS/SCI clearance

Preferred Qualifications:

SAP experience

Experience with Mission Systems Supply Chain policies and procedures.

Experience in supply chain management on a major program in defense and/or management in development or production projects

Experience interfacing with executive leadership

Experience in Earned Value Management

Experience in multiple contractual types (ie FFP, CPFF, CPIF etc)

* Active Top Secret/SCI clearance

Primary Level Salary Range: $141,400.00 - $212,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
