Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program integrates the Missile Defense System. It is a vital operational system that enables the U.S. president, secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, to see the battle develop collectively, and to dynamically manage designated networked sensors and weapons systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that enables an optimized response to threats of all ranges in all phases of flight. C2BMC is the force multiplier globally and regionally. Networks integrate and synchronize autonomous sensor and weapon systems and operations to optimize performance. C2BMC is integral to all system ground and flight tests, which verify and exercise all current and future missile defense system capabilities.
Essential Functions:
The X-Lab Test Director conducts the planning and execution of all flight tests in which the C2BMC X-Lab program is a participant
Test types include:
Pairwise tests
HWIL efforts
Continuous Developmental Integration (CDI)
Space Domain Awareness (SDA) and flight tests
Flight tests are conducted with pre-determined sensors and shooters
Must be able to provide the System Test interface with senior government customer personnel and ensure information flow to our other National Team functional areas
Will be responsible for the planning of all assigned test events, with emphasis on developing and implementing the test artifacts required for each event:
Test objectives
Architectures
Data Item Descriptions
Defense Designs
Reading Operational Tasking Data Link (OPTASKLINK)
Applying Air Defense Systems Integrator (ADSI) configuration and Forwarding Tables
TDACS
Comms Connectivity Matrices
Event Readiness Reviews (ERR)
Certification Data Packages
The position also provides the following support:
Support planning phase reviews and meetings
Support customer boards and meetings
Support Data Management
Interface with developers
Support government personnel during event execution phases when requested
Support anomaly resolution and troubleshooting
Support the analysis group
Support Failure Review Boards (FRBs)
Able to communicate effectively and present technical approaches and findings
Able to write and implement engineering plans within a project
Previous experience must demonstrate the technical skills and position responsibilities cited here
Basic Qualifications:

Bachelor's Degree in Computer Science, Technology, Engineering, Physics, Mathematics, Project Management, or related discipline preferred from an accredited university and 12 years of experience, or a Master's degree in a related discipline and 10 years of experience, or 16 years of related experience instead of a degree may be considered
Applicants must have a current active in-scope DoD-issued Secret security clearance at the time of application, which is required to start
Must have experience and expertise in systems-of-systems definition and integration
Ability to analyze high-level needs and, through a structured and logical approach, refine the need into an integrated set of requirements that leads to a fielded product
Ability to lead portions of the activity and direct the activities of fellow engineers
Technical knowledge of the Missile Defense Agency (MDA) Missile Defense System (MDS), including sensors, shooters, command and control systems, and networks
Must have experience with planning and managing flight, ground test, and Warfighter events
Will be responsible for identifying required resources, developing and understanding mission objectives for the system(s) under test, developing data archival and analysis plans, and developing post-mission reports
Must understand and have had previous experience with various event board approval structures, the MDA/DCC approval chain, and National Team engineering boards
Must have experience with the operation of C2BMC, knowledge of the system configuration, experience with the system operation, how to navigate display screens, and the concept of system operations
Will be responsible for the control of test resources, articles, and tools for data collection during the event
Serve as the X-Lab liaison to other C2BMC test participants and MDA/DCCT test managers
Will coordinate with the project leads of various experiments to ensure seamless event execution across the entire mission
Will develop and maintain the test architecture, which includes all articles under test
Will also develop any supplemental procedures required to ensure successful execution
Experience with military systems used in missile defense, such as:
AN/TPY2
SBIRS/BOA
Aegis
THAAD
Patriot
SBX, including their operational characteristics
Must have experience working in an integrated team environment with other systems, software, and specialty engineers to develop solutions using NT or similar processes and methods
Will have a demonstrable ability to develop briefings and convey complex ideas in writing, be comfortable working in a team environment, be a quick study, a hard worker, and interested and capable of adapting to changing technology
Must possess strong verbal/written communications skills enabling him/her to work effectively in a small technical team environment, and to accurately represent test perspectives to C2BMC system architects, software designers, other testers, test support personnel, the Government customer, and personnel in other MDA programs
Must understand systems engineering, systems design, and development
Prior integration and test experience within the Command and Control, Battle Management and Communications (C2BMC) program
Preferred Qualifications:
Experience in Ballistic Missile defense systems is highly desired
This position may require occasional off-hours shifts to support flight tests and other off-hours events

Salary Range: $141,400.00 - $212,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
