Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program serves as the central element of the Missile Defense System. It is a vital operational system that allows the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, monitor the progress of the battle, and dynamically manage designated networked sensors and weapon systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that provides an optimized response to threats of all ranges during every phase of flight. It functions as a force multiplier, networking, integrating, and synchronizing autonomous sensor and weapon systems and operations both globally and regionally to improve performance. Additionally, C2BMC is a vital part of all system ground and flight tests, which verify and evaluate the current and future capabilities of the missile defense system.
Essential Functions:

Will be responsible for leading a team of system integrators through planning, scheduling, and conducting system integration activities in both laboratory and operational environments
Support program iteration planning and oversee resource allocation across all projects, tasks, and pop-ups
Oversee staffing levels using the Resource Control Board process
Coordinate, develop, and execute detailed test plans and procedures to evaluate C2BMC infrastructure and network design implementation in an integrated environment or to test specific capabilities
Perform tests on network device communication paths and capacity performance, then analyze data and generate reports afterward
Create and track Problem Reports to document issues and support Developers in investigating and resolving them
Review and comment on testability issues, identify obvious design flaws, anticipate data collection points, and coordinate the development of plans for, as well as conduct, anomaly tests and analysis as required
This position influences the program's impact through:
Integrating and troubleshooting both test and operational systems, with issues often related to the OS level (Windows/Linux/Unix/RHEL)

Create and update scripts to collect data
Conduct data analysis on message traffic while collaborating closely with internal and government clients
The author outlined test plans, procedures, and troubleshooting methods
Plan and oversee integration tests with external components and sensors
Document test results and prepare briefings on test status and outcomes for internal and external customers
Must be a self-starter with strong interpersonal and problem-solving skills, as well as the ability to work effectively in a fast-paced team environment
May require occasional travel to CONUS or OCONUS sites
Experience in testing and evaluating software-intensive systems across diverse test environments
Candidate experience should include the use of DoD test methodologies, infrastructure-related test and analysis planning and execution, planning and execution of test data collection, and test data analysis and reporting
The analysis experience should include characterizing system, software, or component performance using quantitative methods; reporting the characterization to future users; and aiding performance assessment by a program system engineer
This experience can come from independent efforts and/or participation in test teams
Candidates must have strong leadership and practical interpersonal communication skills, both written and verbal, including proven experience in briefing customers, leading teams, and working with high-level program personnel
Basic Qualifications:

A Bachelor's Degree in a STEM Computer Science, Computer Engineering, Network Engineering, Information Systems, Software Engineering, Mathematics, Physics, or a related discipline is preferred from an accredited university, accompanied by 12 years of experience; or a Master's degree (preferred) in a STEM related discipline with 10 years of experience; or PhD in a related field with 8 years experience
Applicants must possess a current, active in-scope DoD-issued Secret security clearance at the time of application, which is necessary to start
DoD 8140 certification at IAT Level II or higher (Security+ CE, JNCIA/JNCIP, CySA+, GICSP, GSEC, SSCP, CCNA/CCNP Security, etc.) is required to start
Must have the technical skills to perform testing and analysis of hardware, software, algorithms, and processes to verify and characterize the capabilities of the Command and Control, Battle Management, and Communications (C2BMC) element of the Missile Defense System (MDS)
Must understand messaging architecture (e.g., Service Bus Architecture) and infrastructure components, as well as a working knowledge of Network Transport, Management, and Security hardware and software capabilities
Testing and analysis will occur across various environments and venues, including stand-alone and integrated testing, in laboratories, at warfighter sites, and potentially during multi-element ground and flight tests
In addition to leading the team, the candidate must be able to independently conduct tests, collect and analyze data from those tests, and communicate results to test team members, test management, other program teams, and the customer through both presentations and formal test reports
Extensive knowledge of Cisco or Juniper WAN and LAN hardware and software, along with the ability to install and configure these devices
Experience troubleshooting infrastructure or network issues, familiarity with DNS, proficiency in Windows and Unix/Linux, expertise in Microsoft Office applications, experience with network diagram tools like Visio, and network monitoring tools such as Wireshark
Must possess strong interpersonal, verbal, and written communication skills to work effectively in a small technical team environment and accurately represent test perspectives to C2BMC system architects, software designers, other testers, test support personnel, government customers, and personnel in other MDA programs
Preferred Qualifications:

A Master's Degree in Systems Engineering is highly preferred
Graduate Certificate: Model-Based Systems Engineering (Ex, Stevens, Caltech, UCSD, USC, GWU, INCOSE cohort, etc.)
Certification: INCOSE Certified Systems Engineering Professional (CSEP) Certification
Certification: Object Management Group Certified Systems Modeling Professional - Model Builder Intermediate (OCSMP - MBI)
Ability to critically evaluate network designs
Expertise in network management systems, firewall functions, and software
Working knowledge of Tactical Data Links
Skilled in system and network troubleshooting procedures and best practices
Experience with challenges related to systems integration, including COTS integration, capacity analysis, and system architecture design
Experience with Missile Defense System (MDS) element communication architecture across satellite and terrestrial paths (e.g., Aegis, Patriot, GMD, THAAD, SBX)
Must have experience with virtual environments like VMware, vSphere, etc.

Salary Range: $155,400.00 - $233,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
