This position, located at Schriever Space Force Base in Colorado Springs, CO, plays a vital role in supporting the U.S. President, the Secretary of Defense, and combatant commanders at strategic, regional, and operational levels.
This position does not provide relocation assistance and requires on-site work with no remote options.

Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program is a vital part of the Missile Defense System. It provides a crucial operational platform that enables the U.S. president, the Secretary of Defense, and combatant commanders at strategic, regional, and tactical levels to systematically plan ballistic missile defense operations, monitor battle progress, and actively control networked sensors and weapon systems to achieve global and regional mission objectives. C2BMC provides layered missile defense capabilities, delivering an optimized response to threats across all ranges and flight phases. It acts as a force enhancer by linking, integrating, and synchronizing autonomous sensor and weapon systems and operations both worldwide and locally to improve overall effectiveness. Moreover, C2BMC is an essential part of all ground and flight tests that verify and demonstrate the missile defense system's current and future capabilities.

Operational Leadership: Added details on managing command center operations,
including staffing and scheduling, to align with your requisition.
Command Center-Specific Activities: Incorporated responsibilities such as TTP/OI development,
certification tracking, Watch Officer training, and operational incident reporting to fit the described environment
Collaboration with DoD: Highlighted liaison roles with military stakeholders and familiarity with C2BMC or related operational environments.
Technical-Operational Blend: Retained elements of resource and project management expertise while expanding on the large-scale systems operations and maintenance required by the requisition.
Essential Functions:
Leads and manages one or more project teams involved in operational planning, execution, and schedule management of critical systems within the C2BMC Command Center
Coordinates operational and administrative tasks for the C2BMC Command Center, including staffing, training certification, and resource distribution to support 24/7 operations
Oversees projects to ensure they are completed on time, within budget, and meet technical and organizational standards
Manages the feedback loop among Operations and Maintenance (O&M) teams, Development Teams, and TO3 leadership to promote operational alignment and process improvements
Develops and maintains operational documentation, such as Tactics, Techniques, and Procedures (TTPs) and Operating Instructions (OIs), to improve command center performance and service delivery
Briefs program management, customer leadership, and stakeholders on technical system/network issues, incident updates, and project outcomes using tools like Microsoft Visio and PowerPoint
Tracks certifications to ensure all O&M personnel involved in command center operations remain current and compliant with operational standards
Supports facility renovation projects aimed at enhancing operational efficiency and adherence to environmental, health, and security regulations
Trains as a C2BMC Watch Officer to support the team during emergencies and provide after-hours or weekend coverage as needed
Collaborate with external DoD agencies, related Ballistic Missile Defense Systems groups, and operational teams to ensure coordination and resolve issues across departments
Basic Qualifications:
Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.
Extensive expertise and leadership experience in project management, systems and network operations, and resource/staffing management
At least 6 years of experience with a Master's degree or 8 years with a bachelor's degree in relevant fields, or 12 years of relevant work experience may be considered as an alternative to a degree
Applicants must have a current, active in-scope DoD-issued Top Secret security clearance at the time of application, which is required to start
Demonstrated ability to plan, coordinate, and manage operational schedules and execute administrative tasks for cross-functional teams in high-stakes environments
In-depth experience with the operations and maintenance (O&M) of large-scale computer and communications systems/networking environments
Sound knowledge and practical experience in directing the development of TTPs and OIs to ensure efficient command center operations
Proficiency in Microsoft Office tools (Visio, PowerPoint, Excel) and ability to prepare professional presentations and reports for senior leadership
Experience working with DoD agencies and familiarity with Ballistic Missile Defense Systems
Preferred Qualifications:
C2BMC Watch Officer experience strongly preferred
Proven ability to coordinate efforts across teams with numerous intertwined dependencies, balancing customer demands with evolving system requirements
Excellent interpersonal and communication skills to establish effective relationships with program leadership, external customers, and technical staff
Proficiency in Milestones Professional is considered a plus
Background in managing complex operational systems and preparing strategies to optimize reliability, availability, and efficiency in high-security environments

Primary Level Salary Range: $124,900.00 - $187,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
