This position can be located in the following locations: San Diego CA, El Segundo CA, Palmdale CA or Melbourne, FL. The successful candidate will report to the Software Center Director. The successful candidate will be required to work closely with the Software Center Director, Department Managers and Software Program Leaders to meet all current and projected technical operations and project management needs and challenges, and function as focal point and driver for business metrics, data calls and financial execution. The successful candidate will be responsible and experienced with BUILDING and GENERATING Tableau dashboards & metrics.

Responsibilities include but are not limited to:
Staffing

Facilitates collection of metrics that represent program staffing needs vs. existing staffing supply.
Strategizes with the Directorate Leadership Team to implement solutions for all staffing challenges.
Represents the Software Center in Weekly Staffing Meetings.
Leads staffing/hiring/redeployment administrative tasks.
Ensures POST/Workday entries maintenance and reconciliation. Reports status to Managers, Directors, and Vice Presidents (VPs).
Pulls data, prepares charts, affirms status, projects status and devises go forward plan.
Supports University Relations and Recruiting (UR&R) activities with Directorate UR&R POC.
Participate at UR&R and Talent Acquisition Hiring Events.
Managing Software Center Projects

Leads development and implementation of employee development strategies and the associated tracking of activities. Analyzes Training currency (who, what, when) to ensure that training certifications do not lapse.
Performs Facilities/Labs/Infrastructure administrative tasks. Performs Property Management to ensure compliance with required processes and procedures.
Facilitates and reports metrics on headcount, distribution, compensation, employee performance, promotions, equities, merits & bonuses.
Manages progress and spending on BRAVO, Indirect, Capital, and NCTA projects.
Supports previews and audits with regards to various areas in the software development life cycle, software tools, and software standards.
Performance & Quality Metrics

Facilities definition of performance & quality metrics.
Leads collection of program data that helps determine program progress & quality.
Develops online dashboards and tools that help report program metrics.
Coordinates software organization process changes.
Performs other duties as required.
Collaborates with Software Program IPTs to assure that Functional Home Room metrics are being forwarded and/or collected on programs.

Basic Qualifications:

Bachelor's degree with 8 years of project management like experience; OR a Master's degree with 6 years of project management like experience; OR a PHD with 4 years of project management like experience
Experience BUILDING and GENERATING Tableau dashboards & metrics.
Knowledge of project management principles and practices.
Experience interfacing effectively with all levels of employees and Leadership.
Strong Microsoft Office skills (PowerPoint, Word, Excel).
Ability to obtain and maintain a DoD Secret Clearance and special program access (PAR).
US. Citizen.
Knowledge Earn Value Management System (EVMS) principles to monitor and report program cost, schedule and performance.
Ability to obtain and maintain special program access (PAR).

Preferred Qualifications:

Active Secret or Top Secret Security Clearance (last investigation completed within last 6 years).
Knowledge of Project Management principles and experience utilizing them professionally.
Current PAR access.
Project Management Professional (PMP) Certification.
Experience developing and executing executive-level presentations and briefings.
Experience with the Atlassian Tool Suite, including JIRA & Confluence.
Microsoft Teams experience.
Technical background in various Software Development Lifecycles.

Salary Range: $98,100.00 - $147,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
