As the division SMT Director, you will partner with the program executives, Global Supply Chain, Mission Assurance and other stakeholders, to lead a homeroom of SMT Leaders who shape subcontract strategy and manage subcontractor execution across a portfolio of strategic deterrent programs.
You'll report directly to the Division Engineering Vice President and focus on engineering and execution excellence, ensuring that our subcontractors not only meet, but exceed cost, schedule, and performance metrics. Additionally, as a functional homeroom director, you will have the ability to drive standardization in training, processes, and tools.
Primary responsibilities are the management of cost, schedule, and technical performance of subcontractors and include, but are not limited to:
Cultivating subcontractor relationships and intimacy to develop further opportunities within the Global Supply Chain community
Supporting strategic sourcing planning, capture planning, and development of subcontract proposals and business plans
Leading and directing cross-functional SMTs to meet program cost, schedule and technical performance objectives
Measuring and reporting subcontract program performance
Delivering presentations to subcontractors, executive management and other program stakeholders
Participating in the negotiation of subcontracts, subcontract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Creation, review and finalization of the Subcontract Statements of Work (SSOW)
Identification, distribution, tracking, and completion of program requirements
Establishment and management of the program and subordinate baselines
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Identifying, allocating and managing program resources, including workforce planning within SMTs
Ensuring SMTs understand and adhere to subcontract scope, and manage change through control board activities
Development and adherence to master plans and schedules
Conducting thorough risk & opportunity management practices including identification, mitigation and realization
Partnering with Global Supply Chain to shape make/buy plans, and procurement and subcontract strategies
Coordinating cross-functional as it pertains to supplier management, specifically with Operations, Quality Mission Excellence (QME), Procurement, and PMO IPT
Briefing Program and Executive management and Customer on the status and issues affecting Supplier performance and cost

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.
You'll Bring These Qualifications:
Bachelor's Degree and 10 years' experience supporting U.S. Government contracts and customers and/or project management, supply chain management, proposals or procurement.
Active Secret clearance and ability to obtain and maintain SAP
5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager (CAM)
5 years of demonstrated success leading teams/and or organizations to achieve a common goal as a results driven leader and views mentorship as a priority.
5 years of experience with Global Supply Chain (GSC), Supplier management and supplier quality with the ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.
5 years of experience with program management tools such as EVMS/IMS, baselining and EAC's to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
Experience with capture execution (Customer Funding and Budgeting, Industry Days/RFIs/RFPs, Proposals, Source Selection, etc.)
These Qualifications Would be Nice to Have:
Experience with Control Account Management and Earned Value Management methodologies
Experience recognizing and responding to program needs in order to develop additional sales that support organizational objectives
Experience with identifying, orchestrating, coordinating and controlling the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
Experience defining proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals
Experience planning and executing a project quality management system to satisfy quality requirements and create a project value system which emphasizes prevention over inspection and continuous process improvement
Experience defining, documenting, analyzing, tracing, prioritizing, and confirming requirements throughout the entire program life cycle.
Experience addressing program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
Effectively define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
* Experience applying a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.
Salary Range: $187,700.00 - $281,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
