Northrop Grumman is currently seeking a Property/Asset Management Manager - Level 3 (Senior Manager) to join our team located in Bacchus UT. This individual will report directly to the Space Systems Sector Director, Property/Asset Management. This leadership role is responsible for all external interface with DCMA and Government customer points of contact with respect to Government Property matters. This individual will manage a staff of property professionals located at various sites (Clearfield, UT, Promontory, UT, Kennedy Space Center, FL) and will require travel to these sites to perform oversight and training, as required.
In this job, you will:

Oversee management systems, manuals, policies and regulations to ensure contractual and continual accountability of government, customer, and company assets.
Coordinate activities for both direct and indirect reports at site and division levels.
Ensure company and government property control activities follow policy and FAR Part 45 property regulations.
Ensure the property team properly prepares for, hosts, and conducts all property audits in a professional and thorough manner ensuring successful results with minimal findings.
Develop and coordinate Corrective Action Plans (CAP) in response to audit findings and ensure successful and timely implementation of all corrective actions.
Act as the primary interface with senior management, government agencies, customers, and other functional organizations on matters related to Asset Management.
Ensure assets are managed throughout their life cycle. Ensuring all current and new asset management systems and processes are compliant with requirements and regulations (e.g. FAR 45, DFARS 245) and company polices.
Increase value by driving efficiencies through strategically aligned property resources, processes and systems.
Work with management teams within the division and sector to develop innovative solutions for complex processes and issues.
Ensure the company stays ahead of changing industry trends related to property management and promote better understanding of the property organization's role throughout the company.
Support the continued growth and development of the property team ensuring a well-trained balanced staff is maintained enabling successful succession planning and execution.
Advise management of critical project completion dates. Develop and recommend alternative schedules and recovery plans.
Oversee and manage property department budgets.
Establish proposal estimates for asset management activities.
Attend and support EAC meetings and PMR and IPT meetings, as applicable.
Negotiate rent and usage charges and purchases of government assets, with Contracts, Program Management, DACO/ CACO/DCMA and other agencies or customers, as applicable.
Perform data analysis to mitigate asset business system risk, identifying opportunities for improvement and planning for resource requirements.
Manage internal contractor self-assessment schedules and reviews.
Other duties as assigned.

Basic Qualifications:

Bachelor's degree with 8+ years of related professional experience in Property/Asset Management including people management experience - OR - Master's degree with 6+ years of related professional experience in Property/Asset Management including people management experience.
Possess strong leadership and communication skills, ability to counsel, coach, develop, and motivate staff of professionals.
Ability to work with multiple levels of internal/external customers, i.e., DCMA, OEM Customers.
Detail-oriented and strong organizational skills.
Must have a thorough understanding of asset management principles, theories and concepts as well as strong working knowledge of FAR Part 45, (52.245-1), the NASA and DFAR supplements, and DoD regulations related to property management.
Ability to travel up to 50%.

Must have the ability to obtain and maintain a U.S. Government DoD Secret security clearance. US Citizenship is a prerequisite.
Preferred Qualifications:

Active DoD security clearance. US Citizenship required.
Certification as a Professional Property Manager (CPPM) preferred.
Knowledge or understanding of MMAS, ISO/AS9100, and SOX standards that impacts asset management.
Strong PC skills especially with Microsoft Office Applications including Word, Excel, PowerPoint.
Familiarity with SAP, CostPoint, AssetSmart and GOLD systems a plus.

Salary Range: $121,300.00 - $181,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
