Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program is an essential component of the Missile Defense System. It provides a critical operational platform that enables the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and tactical levels to systematically plan missile defense operations, monitor battle progress, and actively control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC offers a layered missile defense capability, delivering an optimized response to threats across all ranges and flight phases. It functions as a force multiplier by connecting, integrating, and synchronizing autonomous sensor and weapon systems and operations both worldwide and locally to improve overall performance. Additionally, C2BMC is a key part of all ground and flight tests that verify and demonstrate the missile defense system's present and future capabilities.
As the Inc10 Project Engineer, you will report to the C2BMC Inc10 Solution Chief (SC) and support the execution of technical program management responsibilities across the related C2BMC Task Orders. You should have technical expertise and the ability to develop and implement a vision, strategy, and execution plan for external customers, leadership, and development teams, both inside and outside the organization. Additionally, leverage data to drive results and measure performance.
Essential Functions:
Coordinate with the SC to develop program-level milestones and capabilities needed to complete all Inc10 work scope as outlined in the SOW and ECPs
Assists the SC in overseeing the effective implementation of Inc10 capabilities
Ensure Agile workflow management tools are consistently updated with all necessary data and accurately reflect current progress
Assist the SC in developing program briefings (e.g., PMR, IPRs, IETRs) and CDRLs to facilitate planning and execution of program review events
Track program execution metrics, monitor metric data, and troubleshoot issues
Lead identification of program risks and opportunities, including developing the risks and opportunities, creating mitigation plans, tracking progress, coordinating efforts, and resolving issues, along with providing risk briefings to various risk and opportunity management boards
Support program definition of ECPs and Task Instructions, including capability definitions, schedules, detailed task planning, ECP BOE Kickoff presentations, as well as BOE reviews and coordination with BOE authors
Ensure the technical scope in BOEs aligns with the customer's requested scope
Coordinate and provide support to internal and external customer technical staff to provide backup to SC as needed
Driving the execution of programmatic business rhythms, such as closing program-level action items
Support SC in coordinating efforts, removing obstacles, and monitoring the execution of program capabilities, including planning, development, integration, testing, analysis, and deployment
Basic Qualifications:
Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.
A Bachelor's Degree in Computer Science, Information Technology, Project Management, Engineering, Mathematics, Physics, or a related field from an accredited university is preferred, along with 12 years of experience; or a Master's degree in a related field with 10 years of relevant work experience; or a PhD with 8 years of relevant work experience in a related discipline
Applicants must have a current, active in-scope DoD-issued Secret security clearance at the time of application, which is required to start
Willing to travel up to 10% for business purposes
Proven leadership in developing large-scale software programs
Experience with multi-domain Command and Control Systems
Proven ability to shape, adapt, and align customer needs with overall program objectives in a fast-changing environment
Demonstrated proficiency in the System Engineering discipline, including experience managing software development
Experience as a customer advocate and in handling a complex, multi-company contract
Experience with the development life cycle and adapting to emerging digital technologies for requirements, hardware, software, firmware, product, system, integration, testing, and operations
Knowledge and experience in Earned Value Management within an Agile program
Experience in writing BOEs and submitting Engineering Change Proposals within a DoD environment

Primary Level Salary Range: $155,400.00 - $233,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
