This PM Level 3 position is located at a Customer field site in Ventura County, CA and requires periodic travel to Annapolis, MD. The OEP program is part of the Oceanic Systems Operating Unit (OU), which is based in Annapolis, MD. The Oceanic Systems OU is the center of excellence for complex, uncrewed systems and solutions across the maritime environment. This position is responsible for leading a diverse and innovative team in designing, developing, delivering, maintaining and field operating custom capabilities in the maritime environment. Candidates must demonstrate an ability to effectively lead and manage a technical team in a dynamic environment while being embedded directly with the federal government Customer and active-duty personnel.

What You'll Get to Do:
The OEP Program Manager (PM) is responsible for day-to-day program execution and P&L. This position requires a leader who has demonstrated his/her ability to manage program execution, shape Customer needs, foster positive Customer relationships, achieve corporate goals and sustain the program's technical expertise. The selected candidate will be responsible for:
Development and execution of program budgets and schedules that meet Customer and NGMS standards.
Directing and controlling program activities through other OEP managers at the California and Maryland sites.
Managing an overall budget of approximately $20M per year and a program staff of approximately 50 full-time equivalent (FTE) personnel, 35 in Ventura, California and 15 in Annapolis, Maryland.
Serve as the liaison between co-located end-users and Customer, having daily direct Customer interactions.
Cultivating Customer relationships and intimacy to develop further opportunities within the Customer community.
Providing overall leadership and direction to the program team to accomplish goals and results.
Execution of program activities within the Customer's security requirements and constraints.
Representing the company as the focal point for the OEP program.
Conducting program briefings for Customer leadership and corporate management.
This position requires strong leadership and Customer engagement skills, strategic thinking, a winning attitude, strong program and functional management and staffing skills with a collaborative approach to team building.

Basic Qualifications:
Bachelor's degree in STEM or Business field and 8+ years' or a Master's degree in STEM or Business field and 6+ years' of relevant management and leadership experience.
Experience managing the cost, schedule, and performance of a program or project as a program manager, project lead, engineering lead, or control account manager.
Experience designing, developing, delivering, and/or being an end-user of products in the complex maritime domain.
Experience developing and executing annual program budgets, including staff, material and travel.
Strong leadership experience directly interfacing with Customers utilizing communication and presentation skills, persuasiveness, and negotiation skills to executive level and senior government positions.
US Citizenship.
Current/Active Top Secret/SCI clearance and ability to obtain/maintain SAP access and a Counterintelligence (CI) polygraph prior to starting with the ability to work in a classified environment, operating in a PCF or SCIF.
Preferred Qualifications:
10+ years of experience designing, developing, delivering, or end-user of products in the complex maritime domain.
Prior U.S. Navy leadership experience is strongly desired.
Veteran of the U.S. military.
Poised leader with experience briefing senior Customers, government agencies, and executive leadership while building consensus among stakeholders with diverse viewpoints.
7+ years of leadership experience with strong communication and presentation skills in delivering crisp, clear, compelling messaging to executive level leadership and senior government positions.
Ability to present persuasive verbal and written program briefings, including technical issues, to Customers and corporate leadership.
Current Project Management Professional (PMP) or higher-level certification through the Project Management Institute.
Experience working in a matrix organization where staff resources are managed by functional leadership and shared across a portfolio of programs.
Experience managing contracts subject to the Federal Acquisition Regulations.
Experience with other projects within the Oceanic Systems Special Defense portfolio.
Salary Range: $187,000.00 - $280,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
