Our employees are not only part of history, they're making history.Northrop Grumman's Mission Systems (NGMS) sector is seeking a Manager, Programs Level 2 to support the Navigator & Lifecycle Operating Unit (OU) onsite in Woodland Hills, CA. The Obsolescence Program Manager will be responsible for managing obsolescence to enable longevity in the product lifecycle across the NACS Business Unit (BU). The selected candidate will develop obsolescence assessment reports and work with program managers across the BU to Address Diminishing Manufacturing Sources (DMS)/obsolescence activities across the entire product lifecycle, from proposal through sustainment activities; lead working group meetings to track status and action items; measure and track internal metrics to ensure processes are being followed.

What You'll Get to Do:
Responsible for all Civil Aviation programs including O&R, customer satisfaction, field support, software updates, and product obsolescence. Also responsible for non-recurring military engineering programs. Direct all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participate in the negotiation of contract and contract changes. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts. Act as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance. Establish design concepts, criteria and engineering efforts for product development, integration and test. Develop new business or expand the product line with the customer. Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications. Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:

Bachelor's Degree in STEM and 8 years' or a Master's Degree in STEM and 6 years of experience supporting U.S. Government contracts and customers and/or project management.
Experience in cost and schedule controls, including IMS management and experience with Earned Value Management System (EVMS) as either project lead, integrated program team or cost account manager.
Demonstrated leadership and communication experience across multi-functional and geographically dispersed teams to achieve a common goal.
Knowledge of Risk and Opportunity Management including identification, mitigation and realization.
Experience leading technology-oriented projects.
Expertise leading process improvement, organizational effectiveness, and/or operational planning.
Experience managing external customers and internal functional teams.
U.S. Citizenship required.
Ability to obtain and maintain a Secret Security Clearance after starting.
Preferred Qualifications:

Familiarity with Navigation Systems including Ring Laser Gyro (RLG), Zero Lock Gyro (ZLG) and Fiber Optic Gyro (FOG) products. Familiarity with software development methods for complex navigation systems.
Experience in proposal development and negotiations.
Demonstrated ability to partner across organizational boundaries (i.e., cross-Sector, cross-site, cross-discipline, cross-function, cross-program) as part of a top-performing team.
Demonstrated strong ability to multi-task in a challenging competing priorities environment in a positive manner.
Familiar with product obsolescence planning and mitigation techniques.
Relevant experience at various levels of responsibility within a matrix organization.
Experience as CAM and/or past profit/loss accountability.
* Project Management Professional (PMP) or equivalent certification.
Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
