Northrop Grumman Mission System's Network Information Solutions (NIS) Division has an immediate opening for a Program Management Director 1 located at our Baltimore, MD site, requiring travel to other Northrop Grumman facilities, customer, and supplier sites as needed. This position is a full-time onsite position. The Secure Processing Operating Unit (SPOU) within NIS has a diverse backlog of programs and future priorities including High Volume Production, Product Support & Sustainment, and Complex Technical Product Development.

The specific responsibilities for this role will be optimally aligned to the background, skills and goals of the selected candidate, along with those of the other portfolio program directors in the SPOU. As a portfolio lead within the SPOU, the selected candidate will be tasked with ensuring successful execution of existing programs, as well as the strategic pursuit of new business opportunities to grow the business portfolio. In addition, the director will be responsible for the management and people leadership of a team of program managers leading the various programs and pursuits in the portfolio. This is a leadership position with daily executive interactions internally and externally, and the successful candidate must display consistent impeccable judgment and embody Northrop Grumman leadership behaviors. The successful candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels and geographically dispersed teams and customers, including executive leadership.
  • Business Acumen: The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of strategic and program decisions, actions, and performance. Develop and direct new business models and strategic partnerships.
  • Issue & Problem Resolution: The ability to identify and quickly address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
  • Program Growth: The ability to recognize and respond to customer needs proactively in order to develop additional awards and sales that support business growth objectives. Develops new business and capture strategies. Directs investments and makes strategic business decisions.
  • Program Integration: The ability to identify, orchestrate, coordinate and control the management activities and processes that integrate program interdependencies throughout their life cycle and across multiple Divisions to achieve successful proposal, capture, and program completion.
  • Resources: The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints. Demonstrates cross-cultural skills to retain, attract, grow and transform the organization across multiple functions to create a culture of innovation, growth and risk-taking.
  • Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs and develops key messaging for customer engagements. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.
The Program Director will lead all phases of programs from capture and inception through completion and closeout:
  • Responsible for the cost, schedule and technical performance of programs.
  • Participates in the negotiation of contract and contract changes.
  • Coordinates the preparation of proposals, business plans, investment plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Acts as customer contact for program and capture activities, leading program review sessions with customer to discuss cost, schedule, and technical performance and new business opportunities.
  • Develops new business through offset, teaming, non-traditional contractors, and large subcontractor strategies.
  • Directs technical investments and makes strategic business decisions including implementation of common product development across a variety of customer bases.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Directs the work of employees assigned to the program managers from technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program.
  • Provide day-to-day people leadership of team and create an environment that accelerates development of talent; apply rigorous knowledge management to capture learning, drive continuous improvement, and enhance employee engagement
Basic Qualifications:
  • Bachelor's Degree in a STEM field with a minimum of 12 years of related experience or 10 years of related experience with Master's Degree
  • Minimum 8 years of management experience in Engineering Management, Functional Management, or Program Management
  • Demonstrated expertise in customer shaping and engagement strategies to establish customer intimacy and new customer relationships
  • Demonstrated program execution expertise
  • Ability to build and lead a program management team with a vision for success and capable of delegating responsibilities to the appropriate team members
  • Exceptional communication and collaboration skills
  • Demonstrated understanding of EVMS and Risk and Opportunity Management
  • Demonstrated experience with New Business / Capture Management
  • Demonstrated leadership skills and the ability to lead effectively in a team environment
  • Experience with DoD & international customers and/or partners
  • Active Secret Clearance or DoE equivalent, with ability obtain SAP clearances
Preferred Qualifications:
  • Master's Degree in Engineering a similar technical field, or Business Administration
  • 15 years of experience in government program management or DOD
  • 10 years of management experience in Engineering Management, or Program Management
  • Experience with Affordability and Capture Management Plans
  • Knowledge of communications and networking technologies
  • Active TS/SCI
Salary Range: $200,100 - $300,100

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
