This position has a 100% on-site requirement, no hybrid or remote work available.

The primary objective for the Production & Sustainment Program Manager 2 will be to balance multiple legacy programs with various customers, including international clients, ensuring the successful delivery of all contractual requirements within cost and schedule while maintaining all technical requirements.
The Production & Sustainment Program Manager 2 is responsible for leading all phases of the program life cycle from inception (proposal development) through startup and execution. Key responsibilities include managing cost, schedule, and technical performance of legacy programs and subsystems, and are expanded to include:
• Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives for production and sustainment of legacy programs
• Measuring and reporting program performance across several programs, addressing the unique needs of different customers
• Working with supply chain and engineering to resolve technical challenges and obsolescence issues inherent to a legacy program.
• Delivering presentations to customers, executive management, and other program stakeholders
• Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions across multiple programs
• Creation, review, and finalization of program Statements of Work that reflect the nuances of multiple customer requirements
• Identification, distribution, tracking, and completion of program requirements, ensuring alignment across various initiatives
• Establishment and management of program baselines, catering to the specific needs of the customer
• Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost and schedule control methodologies and tools for multiple programs
• Identifying, allocating and managing program resources, including workforce planning
• Managing Government/customer supplied property or information effectively across different contracts
• Managing suppliers to meet program objectives in compliance with various customer requirements
• Adherence to all internal processes, policies, and applicable industry standards
• Ensuring program teams understand and adhere to contract scope and manage changes through control board activities across all legacy programs
• Development and adherence to master plans and schedules tailored to multiple legacy programs
• Conducting thorough risk and opportunity management practices, including identification, mitigation, and realization of program-specific risks across several programs and customers
• Cultivating customer relationships to develop further opportunities within diverse customer communities, including international markets
• Developing new business opportunities through long-term strategic planning, capture planning, and the development of proposals and business plans that reflect the legacy program focus
Basic Qualifications for a Production & Sustainment Program Manager 2:
• Bachelor's degree with 8 years of related experience OR a Master's degree and 6 years of program management experience with US Government contracts
• Experience in the aerospace/defense industry or within the Department of Defense
• 5+ years of experience leading the performance of tasks within cost, schedule and technical requirements as the program manager
• Experience leading all phases of the program life cycle from inception (proposal development) through startup and execution
• Computer literate with Microsoft Office Suite (i.e., PowerPoint, Excel, Word, Outlook)
• Ability to obtain and maintain a US Government DoD Secret security clearance
Preferred Qualifications for a Production & Sustainment Program Manager 2:
• A degree in a science, engineering, or a business program
• PMP® certification
• Experience with Lean, Six Sigma, Agile methodologies
• Active Security Clearance

Primary Level Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
