The Supply Chain Proposal and Pricing/Cost Analyst for Missile Products will support the preparation of price analysis and coordination of supply chain related inputs for proposal activities of all proposed material (subcontract) items. This role would require maintaining records of analysis for proposal audit/compliance support and coordination within the Proposal & Pricing and Procurement teams within Global Supply Chain and the Price/Cost Estimator.
Internal Job Description
Northrop Grumman is in need of a Principal Supply Chain Proposal & Price/Cost Analyst to work as part of the Missile Products business unit of Defense Systems. This position can be worked remotely.
Responsibilities include but are not limited to:

Carry out broad and complex assignments in the analysis of complex high dollar cost proposals.
Conduct price analysis of suppliers quoted or proposed pricing using techniques established by FAR 15.404-1 and FASA.
Perform cost analysis of supplier's quoted or proposed pricing including:
Perform In-depth review and analysis of supplier cost or pricing data volumes for adequacy against FAR 15.408 Table 15-2 and DFARS 252.215-7009 required data for each of the cost elements that make up the subcontractors proposed price.
Conduct fact finding with suppliers to obtain complete and adequate supplier proposal data, gain a thorough understanding of the suppliers' cost proposals, and collect all required cost or pricing data.
When necessary, perform rate reviews at supplier facilities in the development of the proposed direct and indirect rates.
Develop price and cost analysis in excel on the supplier's price and all elements of cost, using supplier basis of estimate data and other technical assessment reports and data to validate proposed costs, and develop the written price analysis reports explaining in detail all analysis performed on the price and all elements of cost of supplier proposals.

Review proposal bills of material for price and cost analysis requirements, including all parameters summarized in bills of material that impact the requirement for price and cost analysis (including but not limited to: cost reference type, procurement year, validity and firm dollar year proposal value of the supplier quote, escalation, quantity required, competition status and documents, commerciality status and documents, unit price value, and line item total value).
Assess the status of all required price and cost analysis and develop plans of action as required to support proposal submissions.
Assist with the development of negotiation positions and pricing objectives.
Prepare briefings summarizing supplier proposed prices vs. negotiation objectives as necessary.
Support negotiations with suppliers, including, as necessary, conducting price negotiations in coordination with Buyers.
Supports DCAA, DCMA and customer audits and reviews as necessary.
Establish and maintain effective, cooperative working relationships with team members and internal customers, supplier representatives, DCAA/DCMA and external customer auditors and reviewers.
Work with Compliance Team members to train and mentor Buyers, Subcontracts Administrators and Supply Chain Managers on specific topics directly related to regulatory compliance as it pertains to critical steps in the procurement process.

Basic Qualifications:

Must have a Diploma and at least 10 years of experience. Will consider those with a Bachelor's in accounting, Finance, or related field with 6 years of experience or Masters degree with 4 years of experience.
Knowledge of cost and price analysis techniques and Government contracting.
Working knowledge of Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement, especially price and cost analysis parts.
Proficiency in proposal processes and operating procedures and process instructions ensuring adequacy of NG proposals
Experience in price analysis of supplier's quoted or proposed pricing using techniques established by FAR 15.404-1 and FASA.
Experience with general accounting practices, proposal methodology and estimating techniques.
Collaborate with Program Team, GSC managers and their GSC team members, Contracts in execution of proposal PCAR and price analysis requirements.
Analytical Skills: Reviewing supplier proposals to compliance with the request for proposal (RFP). Perform escalation of pricing to ensure fair and reasonableness of proposal.
Experience developing and/or analyzing bills of material with extensive knowledge of escalation and learning curve mathematical concepts and calculations.
Experience with applications to prepare reports and documents with an emphasis on Microsoft Excel and Microsoft Word.
Experience with ERP systems and data extraction as well as research and data analysis.
Reporting and documentation: Maintaining thorough records of compliance activities and being able to support GSC in analysis of data and reporting to senior management
Communication skills: Effectively communicating compliance requirements to stakeholders across different levels and regions
Demonstrated ability to work in a very fast paced environment; Ability to multi-task and make sound decisions in a timely manner.
Strong interpersonal skills
Preferred Qualifications:

Bachelor's or Master's degree in Accounting, Finance, Economics, Engineering, or an MBA
Experience in the aerospace/defense industry
Well versed in a broad range of price and cost estimating methodologies with the ability to implement, model and train them effectively
Technical knowledge or ability to evaluate drawings for material requirements and ability to evaluate shop floor flow
Proficient in Microsoft Excel mathematical calculation and analysis skills.
Direct experience performing price analysis FAR 15.404-1 techniques and performing cost analysis of FAR 15.408 Table 15-2 supplier cost or pricing data.
Salary Range: $82,900.00 - $124,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
