Northrop Grumman's Defense Systems sector is seeking a Principal Project Manager / Sr. Principal Project Manager 3/4 to support the Integrated Mission Systems (IMS) Operating Unit. The selected candidate will become part of the Integrated Mission Systems (IMS) on the Operating Unit Proposal team, working closely with multiple engineering and manufacturing functions, Global Supply Chain, Program Management Office, contracts, and Business Management. This role will be a key member of proposal teams; leading/supporting proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members. The objective will be the delivery of all proposal requirements on cost and on schedule, while achieving all technical requirements and creating strategic strategy options. The individual will assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives. The individual will also develop mechanisms for monitoring project progress, intervention and problem solving with other stakeholders and selected suppliers.
Your duties include:
Develops, plans and schedules proposals.
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.

Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
Researches and analyzes historical data, develops cost models to support proposal efforts.
Coordinates activities and participates in fact-finding meetings.
Participates in cost and pricing reviews with management and customer representatives.
Participates as a member of the contract negotiating team.
Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.
Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.
Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
Measuring and reporting proposal performance.
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Creation, review, and finalization of the program Statement of Work.
Identification, distribution, tracking, and completion of program requirements.
Establishment and management of the program and subordinate baselines.
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
Identifying, allocating and managing program resources, including workforce planning.
Managing suppliers to meet program objectives.
Adherence to all internal processes, policies, and applicable industry standards.
Ensuring program team understands and adheres to contract scope and manages change through control board activities.
Development and adherence to master plans and schedules.
Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
This position may be filled at either Principal or Sr. Principal Project Management level.
Basic Qualifications for Principal Project Management:
Ability to secure US Secret clearance within 6 months of hiring date
Bachelor's degree and 5+ years' experience (3+ with a Masters) managing projects involving DoD contracts and/or engineering requirements. An additional 4 years of related experience may be substituted in lieu of Bachelor's degree.
Experience with Microsoft Office tool suite; the ability to create, manage, and manipulate the tools, especially PowerPoint, Word, and Excel
Experience with cost, schedule, project leadership, and/or process improvement.
Proven success managing multiple projects simultaneously
Experience interfacing with all levels of employees and Leadership
Ability to lead and manage a variety of projects including software engineering, hardware engineering, material procurement, and production
Ability to prioritize and complete multiple tasks within critical deadlines.
Attention to detail and accuracy.
Excellent organizational, verbal and written communication skills, as well as project management, analytical, planning and presentation skills are required.
Demonstrated ability to build and foster effective relationships with others.
Ability to travel as required.
Experience and demonstrated Business Acumen

Experience deriving requirements from RFPs and tracking compliance to those requirements
Experience modeling production costs and affordability initiatives.
Experience in professional communications with NG Leadership, USG officials in programs, DCAA and DCMA.
Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.].
Experience working with Basis of Estimate (BOE) tools and analyzing BOE quality.
Experience with pricing models and applications (ProPricer, Excel, and similar).
Experience with S-Curve tools and analysis.
Experience working with and / or developing rates and factors
Experience managing non-contract funding sources such as Bid and Proposal (B&P) and/or Marketing and Sales (M&S) budgets
Excellent problem solving and organizational skills.
Excellent oral and written communication skills.
Experience authoring Cost Volumes
Participation on capture teams for competitive proposal efforts
Knowledge of software development life cycles through Agile/Scrum, Kanban, and/or Waterfall methods

Primary Level Salary Range: $78,700.00 - $118,100.00Secondary Level Salary Range: $98,100.00 - $147,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
