Are you ready to put your Engineering Management to work at Northrop Grumman? If so, our Defense Systems wants you to join our team as a Manager Systems Engineering 2. You will join our team as the Functional Manager for the Chief Engineers Office, within the Weapons Integration and Mission Solutions (WIMS) Engineering Organization. The primary place of performance for this position will be in Orlando, FL.
You will report directly to the Senior Functional Manager (S03) for the Chief Engineers Office. You will be responsible for developing technical talent to broaden and synchronize Chief Engineering talent within the BU and Division.
You will have a challenging and rewarding opportunity to be a part of our Cross-Domain Handling of Releasable Data (CHORD) portfolio. CHORD is a Foreign Military Sales (FMS) two-domain Cross Domain Solution (CDS). The CHORD portfolio comprises multiple contract awards and with various customers. In this role you must be exceptionally meticulous, collaborative, open, transparent, and team-oriented with a focus on team empowerment & personal responsibility, flexibility, continuous learning, and a culture of seeking the best performance from everyone.
As this is a dual hat role, you will support the CHORD role with direct charge work scope up to 85% and perform their functional management responsibilities at 15% indirect. As a Functional Manager within the Chief Engineer's Office, you are expected to provide engineering leadership and guidance to the Chief Engineers, Principal Investigators and Engineering Leads within the Chief Engineer's Office, and additionally bring Engineering value to efforts throughout the BU. The Chief Engineer's Office consists of ~20 engineers, and you will functionally manage ~10 individual contributors.
Roles and Responsibilities:
You will provide consultative support to Chief and Lead Engineers executing on programs and NCTA-funded activities, to ensure consistency for the following:

Execution activities, such as solving execution concerns (e.g. RCCAs, RTGs, etc...), establishing engineering foundation and technical baseline management, including BOE's, startup reviews, proposal color review, SAARRs, independent reviews Accountable for engineering execution on programs and NCTA-funded efforts

Implementation of engineering discipline guidance and leadership to programs and NCTA-funded activities

Engineering reviews, BOE Reviews, Proposal Reviews, and IRAD Reviews.

DT Solution Adoption, Common Tools Adoption

Additionally, you will partner with your direct report employees to achieve their career aspirations and will identify opportunities for employees to increase their exposure on programs and within the OUs, and BU. As a Functional Manager, you will manage the performance of engineers in their organization aligned with NG leadership behaviors, provide feedback to their employees and review/approve employees' time charges.
For the direct work portion for the CHORD program you will develop, maintain, and enhance complex and secure software systems based upon documented requirements. Responsible for working individually or as part of a team to review and test software components for adherence to the design requirements and documents test results.
We are seeking a talented engineer who resolves software problem reports, utilizes software development and software design methodologies appropriate to the development and software design methodologies appropriate to the development environment.
Basic Qualifications

BS in a STEM degree or relevant technical experience

A minimum of 5 years' experience performing as technical lead/Chief Engineer for on a Program, IRAD, Capture and/or Proposal

A minimum of 5 years' experience performing as a technical lead/Chief Engineer on a priority win pursuit/proposal or major program.

A Minimum of 5 years' experience forecasting, and managing program technical or organizational budgets.

A minimum of 5 years' experience functionally managing or technically leading a large (i.e. > 20 member) team.

A minimum of 5 years' experience performing engineering reviews to identify technical risks and opportunities.

Experience with creating specific input to the software components of system design to include hardware/software tradeoffs, software reuse, use of Commercial Off-the-Shelf (COTS)/ Government Off-the Shelf (GOTS) in place of new development, and requirements analysis and synthesis from system level to individual software components.

A current Secret Clearance and ability to maintain a Secret Clearance.

Demonstrated experience developing software using Java, Rust, C, C++, C#, or Python.

Demonstrated experience with debugging existing software and correcting defects.

Demonstrated experience with the SDLC and agile methodologies.

Development experience in Linux environment, preferably RHEL

Preferred Qualifications

MS in Systems Engineering

5 years' experience with MBSE

5 years' experience as a Functional Engineering Manager

2-5 years' experience with workforce management, to include staffing, redeploying personnel and forecasting staffing assignments

5 years' experience with Engineering Management & Oversight, to include conducting engineering reviews, reviewing BOEs, and confirming technical solutions for proposals

2-5 years' experience with ITAR, International Licensing Requirements and procedures

Technical Fellow or Technical Fellow Emeritus

Experience coordinating directly with customers and end users for requirements development and detailed design

Experience developing a large and complex software system for a US DoD Customer

Experience developing and integrating a software system within a "system of systems" environment

Experience in supporting Government run fully integrated testing of a software system within a "systems of systems" environment prior to fielding

Experience fielding a software system on site at government facilities within a "systems of systems" environment

Experience developing and integrating software in a resource constrained environment

Experience leading teams of integrated engineering disciplines throughout the lifecycle of development of a large and complex software system

Experience using Bash or similar scripting languages to automate tasks

Experience configuring and using SonarQube, Fortify, or other code analyzers

Experience with automated testing frameworks such as Eggplant and Microsoft Testing Framework

Experience with Continuous Integration Technologies such as Jenkins and Bamboo

Experience using Visual Studio Code (VS Code)

Experience with Software Configuration Management tools such as Git

Experience creating XML Schema Definitions (XSD) based on complex interface requirements

Development experience with Sockets, MQueues, Threading/Multithreading, or Named Pipes

Development experience with HTTP, IP, or UDP protocols

Development experience with LXC or Containers

Demonstrated experience developing Linux software applications

Demonstrated experience working with XML Schemas and XML processing tools.

* Knowledge of networking protocols and secure communication techniques.

Salary Range: $135,100.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
