The Advanced Technology Development Center (ATDC) Weapon System Training (WST) Organization requires a Level 2 Engineering Manager responsible for all facets of ATDC WST Engineering life cycle, including staffing, planning, execution, and operations. This position requires a highly motivated and self-starting individual with relevant ground test operations, agile leadership, and training experience.

The candidate will be the single point of contact for the execution of five different engineering contracts support 13 training systems across 5 different locations. The candidate's responsibilities include, but are not limited to, the following:
  • Manage direct-report technical employees, including career development, performance reviews, compensation management and human resources coordination.
  • Control Account Manager (CAM) utilizing Earned Value Management principles to track and report program progress. Develop and administer budgets and standards of performance for training systems contracts.
  • Responsible for the engineering process development, continuous improvement, and affordability initiatives within the various training systems and systems assigned to the candidate.
  • Serves as the management liaison to program management, customers, operations, and other functional groups.
  • Manages risks, change requests and opportunities for all engineering scope within the training system discipline.
  • Collaborates with all functional organizations to resolve engineering conflicts with a multiple disciplined maintenance community.
  • Owns overall quality, technical, budget, and schedule responsibility for the engineering content of assigned programs.
  • Responsible for advanced system design and future system capabilities for all training systems execution against programs contractual requirements at the enterprise level.
  • Maintain System configuration control over SW/HW versions/configurations (network/computing/applications, automated environment creation).
  • Product Deliveries include: ICDs, Emulator/Simulator baseline control, test plans, network diagrams, integration/deployment work instructions, production, and test system hardware (e.g. networks).

BASIC QUALIFICATIONS:
  • Must have a Bachelor's degree in a Science, Technology, Engineering or Mathematics (STEM) field AND 9 years of related professional/military experience, OR a Master's degree AND 7 years of related professional/military experience.
  • Candidates must have a current DOD Top Secret level security clearance with an original adjudication, or a periodic reinvestigation date, completed within the last 6 years to be considered.
  • Must have the ability to obtain and maintain a Special Access Programs (SAP/SAR) level clearance as a condition of continued employment. This SAP/SAR must be obtained within a reasonable amount of time as determined by the company to meet its business needs.
  • Must be willing to travel up to 20% of the time.
PREFERRED QUALIFICATIONS:
  • Experience with management of direct-report technical employees
  • Experience operating and troubleshooting information systems.
  • Experience designing, developing, building, testing, and maintaining network and computing infrastructure.
  • Ability to maintain IAT Level 2 Security Certification (Security +, CySA+, CCNA Security, GICSP, GSEC, SSCP) OR IAT DoD level 3 (CASP, CCNP-Security, CISA, CISSP, GCED, GCIH) or able to obtain and maintain within 6 months of start date.
  • Experience identifying systems anomalies and troubleshooting (network/custom applications/COTS software/server infrastructure)
  • Prefer candidate that is willing to work a flexible work schedule that may include extended shifts, holidays, and weekends and support on call when required
  • Knowledge of virtualization sustainment/maintenance.
  • CAM and EVMS training
  • Project management, risk and opportunities, and change request experience.
Salary Range: $151,900 - $227,900

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
