Northrop Grumman Space Sector has an opening for a Manager Subcontracts 2 to join our team of qualified, diverse individuals in the Payload and Ground Systems Division organization. This leadership position will be in Baltimore, Maryland .

Job Description:

Responsible for leading a Subcontracts Team, which includes approximately 6 Subcontract Specialists, who direct and manage the cost, schedule, and performance requirements of their subcontracts. The Manager will be responsible for and act as the main focal point to the Programs for all Major Subcontract related activities within their portfolio, escalating issues to Supplier Senior Level management as needed, brief internal executive management on the status/issues affecting performance or cost, and participate in program reviews with the Subcontractor. It is the Manager's job to ensure all portfolio Subcontracts are meeting Customer, Program, and Company needs.

The manager will further be responsible for managing the personnel on their team - coaching, growing, guiding, and enriching their careers as they manage their subcontracts.

Responsibilities include but are not limited to:
  • All phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements
  • Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users
  • Manages preparation of bid packages, supports bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities
  • Manages and develops strategic/key suppliers
The selected manager should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels. This leader must be able to collaborate closely with executive leadership, program managers, contracts, operations, business management, quality, and engineering.

Basic Qualifications:
  • Bachelor's degree with 10 years of experience; 8 years with a Masters OR a High School Diploma/equivalent with 14 years' experience in Supply Chain Management, Subcontracts Management, Procurement, Program Management, or Contracts Management
  • Must have experience in Supplier Management responsible for purchase orders in excess of $50 million
  • Must have a minimum of 2 years experience leading a team, process, and/or projects
  • Must have e xperience with FAR and DFARS
  • Must have knowledge of SAP
Preferred Qualifications:
  • Active Security Clearance TS/SCI
  • 3 or more years' proven track record building a robust team; provide people leadership, with a focus on acquiring, developing and retaining talent; respectful of others & understand and embrace the value of an inclusive team; empower each team member to perform at the highest level of productivity; be empathetic and listen for understanding
  • Proven ability to set a vision; assess external and internal factors to determine long-term business direction; create strategies that shape the future and inspire the team, resulting in sustainable value and performance; critical thinking
  • Proven ability to lead with courage; make bold moves, willingness to speak up and to take on new challenges; take calculated risks, with appropriate mitigation plans; self-aware, transparent and authentic; seek feedback from others
  • Proven ability to act with speed; understand the need for urgency to meet the needs of the business and stakeholders; decisive, drive timely decision-making; empower others with clear accountability and appropriate support
  • Experience as an accomplished problem-solver and change-agent whose unique mix of technical and business expertise lends itself to developing innovative Supply Chain strategies
Salary Range: $131,800 - $197,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
