This position is an onsite position located in McLean, VA (Colshire).

It requires a solid understanding and working knowledge of rates and budget for the Weapons Systems Division and its operating business units. It involves day-to-day supervision, guidance, and development as the team grows and evolves over time. The Manager will also partner with the Sector and Business Unit (BU) business management teams to manage all rates and budget aspects to achieve the Division's financial and strategic objectives.
Roles and responsibilities include, but are not limited to, the following:

The Sr Manager of Rates and Budgets will serve in a multidimensional role supporting various financial functions such as indirect overhead rate development and monitoring, variance analysis, forecast updates, preparing forward pricing rate proposals (FPRP) and other ad-hoc analyses
Support executive reviews of rate segment performance and perform frequent ad-hoc analysis for senior leadership pertaining to forecasted changes in business performance, headcount, and changes in allocations
Manage preparation and quality control of Forward Pricing rate proposal packages to ensure timely and accurate submittals to the Defense Contract Management Association (DCMA) and Defense Contract Audit Association (DCAA)
Build and maintain positive working relationships with internal and external customers, notably DCMA and DCAA, and lead recurring rate monitoring process in coordination with DCMA
Provide support for rate segments in all Forward Pricing, Estimating System, and Accounting System related audits by internal and external auditors (DCMA/DCAA, Internal Audit, and D&T)
Coordinate all Forward Pricing and Billing rate updates with internal organizations. This includes all associated ERP systems, as well as, both Pricing & Estimating and Earned Value Management tools.
Support system updates to cost structure required to support rate calculations
Provide accounting related support for allocations, and quarterly and annual entries
Enforce rates policies and procedures, ensure rate segment compliance with internal SOX controls, and educate peers (both financial and non-financial) about compliance guidelines
Support Disclosure Statement updates and ensure consistency in Forward Pricing
Communicate effectively within the team, and with internal and external customers for indirect budget or FPRP support as well as related processes or tools
Coordinate effectively with all other team members and internal process owners, including, but not limited to, Accounting, Compliance, and FP&A, Sector Rates and Budgets and tools teams
Support various ad-hoc requests and analyses in support varying organization levels - BU, Division, Sector and Corporation
Negotiate expected due dates when appropriate and manage tasks to planned completion schedules
Leadership

Partnership with the Sector, Division and BU business management / Rates & Budget teams
On-boarding, motivation, development, and supervision of other staff members within the broader team
Interdisciplinary coordination in support of program and department execution requirements
Demonstrate commitment to tools and techniques that support teaming in the professional workspace including, but not limited to, documentation, cross-training, resource coordination, reducing challenges posed by single points of failure, assigning and tracking backup roles, knowledge sharing, succession planning, and strong version control so that processes can be assumed or resumed by others with minimal rework
Exhibit a high degree of flexibility on fast changing, fast growing, and high visibility projects
Manage processes and documentation for application setups and maintenance
Strong communication and relationship skills with internal, cross-functional colleagues and external auditors
The successful candidate must have a proven track record in fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, and continuous improvement. The candidate will maintain the highest level of commitment to quality, compliance, and internal controls in adherence to company values and ethics. Furthermore, the successful candidate would lead the team in managing task assignments, resource allocation, prioritization and completion dates.
Basic Qualifications

Bachelor's Degree with approximately 8 years of experience in any combination of business management, finance and or accounting OR a Master's Degree and 6 years of stated experience
Prior management experience and demonstrated ability to lead teams and develop talent
Familiarity with prior budgeting, program role and rates is preferable
Demonstrated knowledge in the preparation and analysis of balance sheet and income statements
High level of proficiency with SAP ERP and MS Office tools, especially Excel
Must be able to sit onsite in the Mclean, Virginia Office Location
Preferred Qualifications

Bachelor's degree with 10 years of experience in any combination business management, finance and or accounting.
Certified Public Account certification (CPA)
Experience in Aerospace & Defense rates and budget
Experience with program budgeting and forecasting on a variety of contract types
Proven track record of talent development within the organization
Familiarity with IBM Cognos experience, Deltek Cost Point and Business Systems Tools in general
Experience with business intelligence tools (Power BI, Tableau)

Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
