This position is key member of the Strike Program Integration Leadership Team. This individual will be a part of the Program Management Office supporting all program execution efforts across the Enterprise, with a particular focus on establishing and refining our program governance framework to ensure efficient and disciplined program execution across the program. This position serves as a key interface of the Program Management Office to the broader program team and other internal and external stakeholders.
Key responsibilities include:
Responsible for Enterprise Risk, Issue and Opportunity (RIO) Management process and execution to include implementation of process improvement initiatives
Enterprise staffing process oversight and guidance to include Enterprise implementation of by-name rosters while ensuring alignment with Sector initiatives
Tailoring and implementation of Program Startup Reviews for all new efforts on specifics program(s)
Develop and first-time implementation of new enterprise baseline management framework to include integrated Enterprise Roadmap with associated cut-ins, interdependencies and resource constraints
First time implementation and management of new Proposal Review Board placing increased Enterprise focus on new business deals
Help define and refine organizational structure to include update of Program Description Document
Oversight of Data Strategy & Analytics team to drive efficiency across Enterprise and implementation of Sector tools
Alignment to Sector PM Development organization and future initiatives

Basic Qualifications:
Bachelor's Degree and 8 years' experience in project and/or program management or a master's degree and 6 years' experience in project and/or program management
Understanding of program risk, opportunity and issue management process
Prior management / leadership experience
Knowledge & experience measuring performance using EVMS processes and reporting EVMS metrics
Experience managing projects and/or programs to deliver results to support overall program objectives
Must have In-Scope DoD Secret clearance last investigated within 6 years or enrolled in continuous evaluation and be able to obtain and maintain Program Access (PAR) within reasonable time as determined by business needs.
Preferred Qualifications:
Master's Degree
Ability to effectively operate within a high business tempo
Strong ability to communicate complex technical issues and solutions to senior leadership
Knowledge and experience with the proposal process
Experience supporting large scale aircraft programs
Strong communication, organizational and team management credentials

Salary Range: $154,600.00 - $231,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
