Our employees are not only part of history, they're making history.Northrop Grumman Space Systems is seeking an experienced Manager of Programs 3 to serve as NGI/GD Program Manager within the Targets and Interceptors Operating Unit (OU). This critical role is based out of Chandler, AZ, within the Launch Vehicle Business Unit.
The NGI/GD Program Manager will be responsible for management and growth of existing NGI (Next Generation Interceptor) scope. In addition, the role will focus on securing, and managing GD (Golden Dome) new business that falls within the Targets and Interceptors OU.
Essential Functions:
The NGI/GD Program Manager's primary responsibilities are to execute and manage cost, schedule, and technical performance within program constraints including but not limited to:
Supporting daily execution of Launch Vehicle Business Unit's scope within the NGI program, reporting to the Interceptors Director
Responsibility for ensuring that program operational and financial objectives are met
Establishing and maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
Identification, distribution, tracking, and completion of program requirements
Effective cultivation and management of supplier and teammate deliverables within program commitments
Measuring and reporting program performance, then seeking continuous improvement of the program's operations
Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
Delivering presentations to customers, executive management and other program stakeholders
Cultivating customer relationships and intimacy to develop further opportunities within the customer community

Participating in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
Together with Global Supply Chain, managing suppliers to meet program objectives, participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Development and adherence to budget baselines utilizing Earned Value Management (EVM) cost & schedule control methodologies and tools
Development and adherence to master plans and schedules
Identifying, allocating and managing program resources, including workforce planning
Managing Government/customer supplied property or information (GFE, CFE, etc.)
Adherence to all Launch Vehicle Business Unit internal processes, policies, and applicable industry standards
Ensuring that the program team understands and adheres to contract scope, and manages change through control board activities
Along with the program chief engineer, conduct thorough risk & opportunity management practices including identification, mitigation and realization
Ensure all manufacturing and test facilities needed to support product deliverables are stood up in time to meet build and test objectives
Functioning as a manager/leader whose decisions positively affect the financial bottom-line and employee morale and perception
Accountable for results that impact the performance of the mission and success of the program's objectives
Basic Qualifications:
Bachelor's degree in a STEM discipline (Science, Technology, Engineering or Math) with 8 years of related engineering/management experience; OR a Master's degree in STEM with 6 years of related engineering/management experience, or a PhD in STEM with 4 years of related engineering/management experience
Active US DOD Secret security clearance at the time of application
Ability to Travel up to 25%
Preferred Qualifications:
Master's degree in business management, a technical discipline, and/or project management
Understanding of the Missile Defense Agency customer team structure and familiarity with both the Next Generation Interceptor (NGI) program and Golden Dome for America
Experience with and working knowledge of prior missile defense systems
Broad program management and leadership experience over traditional functional areas
Excellent interpersonal, written communication, and presentation skills, including the ability to communicate complex concepts clearly and succinctly to customer, government, and corporate senior leadership
Effective in customer relations, expectation management, and building coalitions with customers, government staff, and major suppliers
A demonstrated track record of success in positions of increasing management responsibility
Exceptional in leading engineering, manufacturing, program management, business operations and mission assurance teams
Demonstrated experience in multi-disciplinary team building and organizational leadership of large teams
Demonstrated communications and mentoring skills to lead highly successful technical teams addressing large and complex programmatic challenges
Disciplined cost management experience gained from delivering results on fixed price and cost-plus contracts
Formal Earned Value Management System (EVMS) reporting and experience
* Experience with launch vehicle, booster, and solid rocket motor development programs
Primary Level Salary Range: $161,500.00 - $242,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
