Within Launch & Missile Defense Systems Division, the Launch Vehicles Business Unit is responsible for the technical and program management associated with design, procurement, manufacture, integration, test, operation and servicing of a wide range of aerospace components, subsystems, systems and services. Including, but not limited to: Launch Vehicles, Target Vehicles for missile defense and Support Services for Commercial, Defense and Government / Civil customers.
The Minotaur program supports the United States Space Force by providing a family of launch vehicles that utilize surplus strategic missile motors integrated by our launch team with new avionics/software/GNC and structures. Our Minotaur team performs all mission integration with the customer payload and conducts the launch operation. Minotaur launch vehicles are used to deliver critical national security payloads to orbit and also to conduct suborbital test missions.
The primary objective for the Minotaur Program Manager will be the delivery of contractual mission requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support new business pursuits. The individual will lead a cross-functional organization and supplier base aligned to program goals.
The Minotaur Program Manager's primary responsibilities are to execute and manage cost, schedule, and technical performance for all aspects related to this scope including, but not limited to:
Roles and Responsibilities include, but are not limited to, the following:

Supporting daily execution of the Minotaur missions, reporting directly to the Director of Space Launch

Responsible for establishing program objectives and tracking progress to successful completion

Identification, distribution, tracking, and completion of program requirements, both internal requirements and external mission requirements

Effective cultivation and management of suppliers and teammate deliverables within program commitments

Measuring and reporting program performance, then seeking continuous improvement of the program's operations

Delivering presentations to customers, executive management and other program stakeholders

Cultivating customer relationships and intimacy to develop further opportunities within the USSF and greater DoD community

Participation in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

Together with the Material Program Manager (MPM), managing suppliers to meet program objectives, participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

Development and adherence to budget baselines utilizing Earned Value Management System (EVMS) methods

Development and adherence to master plans and schedules

Identifying, allocating and managing program resources, including workforce planning

Ensuring program team understands and adheres to contract scope, and manages change through control board activities

Conducting thorough risk & opportunity management practices including identification, mitigation and realization

Be a manager/leader whose decisions positively affect the financial bottom-line and employee well-being

Oversee timely status reporting and program escalation, reviews and metrics

Support review of financial information with the finance team to include Quarterly EAC updates, Yearly Revenue/Cash Forecast, and Development of the Yearly Operating Plan

Identify opportunities for continuous improvement with a focus on internal and external customer service excellence

Basic Qualifications:

Bachelor of Science in Engineering degree plus 8 years of directly related experience; 6 years with Master's degree.

U.S. Citizenship is required

Ability obtain a DoD Secret Clearance is required

Ability to travel 10-20% of the time is required

Excellent interpersonal, written, and presentation skills. Ability to interact with and influence executive level management and communicate effectively.

Preferred Qualifications:

Bachelor of Science in Engineering degree plus 15 years of directly related experience; 13 years with Master's degree

Launch vehicle experience with development, integration and test, and launch operations

Understanding of Northrop Grumman policies and practices and / or in a similar corporate culture

Experience with USSF and/or other DoD customers

Demonstrated leadership and teamwork skills across multiple disciplines

Salary Range: $161,500.00 - $242,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
