The selected candidate will report to the Manager, Programs in the Mission Exploitation Operating Unit (MEX OU) and serve as a key member of the leadership team for the fast-growing MEX OU.
The primary job responsibilities will be to work with Global Supply Chain (GSC) to manage the growing number of Mission Partners in support of the program, aligned to common performance goals for multiple Customer's through inception of idea to award and completion of scope.
The selected candidate must have a comprehensive knowledge of program management standards, policies, and guidelines. The selected individual must be able to interact with and influence executive level management and customer's and communicate effectively with both oral and written presentations.
Responsibilities may include but are not limited to:

Overall programmatic responsibility, accountability, and authority for subcontractors' cost, schedule, and technical performance. Report to Program Manager and IPT Leads regarding same.
Monitor subcontractors' performance to ensure strict compliance with statements of work. Provide technical direction to subcontractors as needed.
Conduct regular meetings and technical exchanges with key subcontractors and other stakeholders to identify and mitigate risks
Coordinate development of subcontract technical requirements in support of Program objectives. Draft subcontractor statements of work and coordinate stakeholder review and approval of same.
Coordinate technical evaluation of subcontractor proposals to ensure responsiveness to Program technical requirements
Facilitate execution and maintenance of the defined Program Risk, Issue & and Opportunity processes and ensure the Risk & and Opportunity Management Plan is kept up-to-date and current.
Monitor subcontractors' monthly expenditure rate. Coordinate with stakeholders to maintain sufficient funding on subcontracts.
Coordinate with stakeholders to develop accurate subcontract invoice forecasts and provide this input to support accurate Estimate at Completion calculations.
Development and delivery of presentations to Customers, leadership, and program stakeholders
Develop and deliver regular briefings on subcontract activities and subcontractor performance to internal/external stakeholders
Coordinate development of subcontract/teammate strategy in support of proposals
Coordinate subcontract milestones and spend plans with stakeholders. Establish recovery plans for subcontract milestone slips.
Improve the operational systems, processes, and policies in support of the organizations mission - includes management reporting, information flow and management, business development process and organizational planning
Work in compliance with company policies and procedures
Adhere to internal Program Management processes Adherence to all internal processes for Program Management
Identify continuous improvement opportunities for increased efficiency across Mission's and Product area
Basic Qualifications:

Bachelor's Degree + 8 years of experience, Master's Degree + 6 years of experience, or PhD + 3 years of experience working Government programs in engineering, program management or another related field; or 12+ years of related experience.
Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
Excellent communications skills both verbal and written
Experience in preparing and delivering program briefings, reports, and updates to senior leadership and customers
Current Top Secret Clearances, with SCI eligibility with SSBI adjudicated within the past 5 years
Understanding of technical, cost, schedule impacts on a program and be able to present at program reviews, proposal and ECP signoffs, and assess the technical impacts
Understanding of business development and capture strategies
Willingness to travel domestic / international
Preferred Qualifications:

PMP Certification or CAM experience
Demonstrated leadership ability
Background in systems and/or software engineering
Knowledge of MEX OU business portfolio and experience in organizational effectiveness and operations implementing best practices
Excellent interpersonal skills and a collaborative management style
Excels at operating at a fast pace, diverse environment

Salary Range: $149,400.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
