Northrop Grumman's Mission Systems (NGMS) sector is looking for a Manger, Program Level 2 to support the Legacy Navigators Operating Unit. This position will be located at the Salt Lake City, UT campus.
The selected candidate will be a part of the Legacy Navigators Program Management Team supporting multiple FOG NAV Product Line Inertial Navigation System programs, products, projects, and customers including overseeing key accounts. This position will require strong interaction with engineering, operations, business management, contracts, and customers (among others) with a particular focus on meeting customer needs and building the business. The selected candidate must also be willing and able to travel up to 25% of the time - as required by business needs
What You'll Get To Do:
Program Managers are responsible for managing all phases of the program life cycle from inception (requirement shaping and proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of programs including, but not limited to:
Cultivating customer relationships and intimacy to develop further opportunities within the customer community
Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
Leading, directing, and participating in cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
Measuring and reporting program performance
Delivering presentations to customers, executive management and other stakeholders
Participating and being a leader in negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Creation, review and finalization of program Statements of Work
Identification, distribution, tracking, and completion of program requirements
Establishment and management of program and subordinate baselines
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Identifying, allocating and managing program resources, including workforce planning
Managing Government/ customer supplied property or information (GFE, CFE, etc.)
Managing suppliers to meet program objectives
Adherence to internal processes, policies, and applicable industry standards
Ensuring program team understands and adheres to contract scope, and manages change through controlled processes
Development and adherence to master plans and schedules
Conducting thorough risk & opportunity assessments including identification, mitigation, and realization of risks and opportunities
Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
Ability to understand the overarching vision for a project or program and the ability to communicate that vision to all levels of the organization to facilitate a common understanding and drive successful engagement.
Driving an entrepreneurial approach toward growing the business.
Consistent, timely, and clear communication and follow up, holding people and organizations responsible while assisting with alignment of priorities
Managing product line obsolescence.
Lead Non-Recurring Engineering development projects controlling cost, schedule, and technical performance facilitating communication inside and outside the organization.

Basic Qualifications:
Bachelor's Degree and 8 years of experience, or Master's Degree and 4 years of experience supporting U.S. Government contracts and customers.
3 years of experience leading performance of tasks on schedule, at cost and successfully achieving requirements.
Demonstrated skill in managing challenging customer relationships.
Demonstrated leadership and communication experience across multi-functional and geographically dispersed teams to achieve a common goal, lead improvements, and maintain effectiveness.
Experience with development of program plans, creation of integrated master schedules, maintenance of cost and schedule controls, Earned Value Management System (EVMS).
Experience as a Cost Account Manager (CAM)
Experience with Risk and Opportunity Management.
Experience leading technology-oriented projects.
Demonstrated understanding and proven experience effectively working in a matrix organization with a structured corporate culture.
Proficiency in working with Microsoft Office products.
Excellent communication skills, presentation skills, and team leadership skills
1 year of demonstrated success leading teams/and or organizations to achieve a common goal
U.S. Citizenship required.
Ability to obtain a DoD Secret clearance.
Preferred Qualifications:
Experience with Navigation Systems including Fiber Optic Gyro (FOG) products. Familiarity with software development methods for complex navigation systems.
Experience with FFP. CPFF, T&M and other program structures.
Expertise leading process improvement, organizational effectiveness, or operational planning.
Experience running a business with profit and loss accountability
Demonstrated success leading production programs supporting multiple customers Capture experience that spans DoD, Commercial, and International customers
Demonstrated knowledge of major US DOD acquisition processes and organizations, military customers, and/or military
Demonstrated ability to partner across organizational boundaries (i.e., cross-Sector, cross-site, cross-discipline, cross-function, cross-program) as part of a top-performing team.
Demonstrated strong ability to multi-task in a challenging competing priorities environment in a positive manner.
Experience with product obsolescence planning and mitigation techniques.
Experience with Internal Research & Development (IRAD)
A current/active DoD Secret clearance.

Primary Level Salary Range: $135,100.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
