Essential Functions:
This individual will be responsible for management of the F-35 Sustaining Allocation Proposals, P&L ownership of F-35 Sustaining Non-Labor Accounts, and technical, cost and schedule ownership of F-35 Discretionary Resources. The F-35 Sustaining Allocation include essential production, supply chain and overall program support functions and activities across the entire Business Unit. This individual will manage the Sustaining Allocation Proposal model process and integrate the program financial and execution goals across the BU proposals. This will include leading the negotiations for all F-35 proposals for Sustaining. The Program Manager 2 will be responsible for technical, schedule, financial and overall execution of the Non-Labor accounts; these accounts include Freight, Integrated Assembly Line (IAL) Maintenance, Recurring IT support, Tooling Materials and Offsite Tooling, Special Test Equipment (STE) Maintenance, Packaging Handling Shipping & Transportation (PHS&T) material maintenance, Recurring Expat support. Discretionary Resources include Capital, Non-Contractual Technical Activity (NCTA), & Indirect Funds and F-35 Program Office Control Accounts include all Program Travel and Discrete Program Office labor. This role reports directly to the Senior F-35 Sustaining & Discretionary Program Manager within the Program Change & Execution Management organization. The role interfaces with the F-35 VP & Program Manager, Deputy Program Manager, Program Change & Execution Management Director as well as the Air Dominance Division Leadership and Staff.
Responsibilities include:
Management of F-35 Sustaining Proposal processes, integration, schedule, estimating direction and negotiations
Lead F-35 Sustaining EWW and Functional Allocation management with the support of the Sustaining Cost team
P&L ownership and execution management of all Sustaining Non-Labor accounts
Baseline and execution management of all projects within the Discretionary Resources budgets (Capital, NCTA, Indirect)
Leading a matrix team of 5 supporting team members across Estimating, Cost Mgmt and Integration and 15 CAMs/WP Managers
Establishing and managing annual budget targets for Sustaining Non-Labor
Partnering with the Senior Sustaining Program Manager, the Sustaining Cost Manager and the F-35 functions to establish the overall baseline integrated across the current executing contracts, proposals and future efforts
Leading the program AOP/LRSP process for Capital & NCTA
F-35 Business Unit liaison to Air Dominance Division for Capital, NCTA and Indirect
Owning and presenting various reviews including internal leadership reviews, program performance reviews, budget prioritization recommendations, risk & opportunities
Leading and directing cross-functional project teams to meet program cost, schedule and technical performance objectives
Partners with the F-35 Operating Units (OUs) in managing NCTA, Capital and Indirect funds and maximizing program growth and efficiency opportunities
Acts as Deputy to Senior F-35 Sustaining & Discretionary Program Manager

Composed - maintains a "level head" in the extremely dynamic, fast-paced, and demanding environment on the F-35 Program, especially when working closely with executive management on projects with highly compressed timelines and tight deadlines
Reliable - becomes a key resource and the "go-to" person for the executive leadership in the F-35 Program Office
Basic Qualifications:
Must have a Bachelor's Degree with 8 years of related experience OR Master's Degree with 6 years of related experience
Related experience must be in project management, program management, global supply chain, operations, resource planning, program planning/scheduling, engineering, proposals / capture efforts, and/or business management
Must have experience utilizing earned value management (EVM) as a CAM and/or Program Manager
Experience working proposals including capture or estimating or program management or proposal management
The ability to obtain and maintain Secret Clearance within a reasonable amount of time as determined by the Company to meet its business needs
Preferred Qualifications:
Demonstrated ability to develop and influence project team relationships
Secret DOD
Experience and familiarity with aircraft production, FAR/DFARS proposals, capital expenditure accounting rules, color of money management, capital projects, and facilities projects
F-35 Program Familiarity
Program Integration experience
Experience with Annual Operating Plan / Long Range Strategic Plan development, management and execution
Experience with risk, issue, and opportunity development
Experience in the defense industry or relevant military experience
Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
