Responsibilities
Working closely with Program Office and Business Development personnel to implement the necessary strategies to maximize win probability
Work with program management, engineering, contracts, finance and other departments, as applicable to establish and review contract assumptions, terms and conditions, evaluation of risks and opportunities, cash flow, return on investment, and pre-proposal establishment of rough order magnitude pricing budgets.
Determine the overall organization, schedule, and writing guidelines for all proposals and in support of new business pursuits
Manage the Proposal Management, Price Estimating and Publications teams
Review Requests for Proposals (RFPs) to determine key sections and technical, resource, and financial requirements of the customer request
Interface with internal business development representatives and customer representatives to clarify customer requirements and selection standards
Serve as final content editor for the proposal and reviews for similar language use and themes
Develop and lead teams as well as leadership reviews of final proposal presentations
Lead internal and external fact-finding activities and audits
Drive continuous improvement projects within the department
Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills to plan, motivate and accomplish goals through your staff.
Basic Requirements
Bachelor's Degree and 10 Years of experience or 8 years of experience with a Master's degree
Prior leadership experience
Demonstrated command of all facets of Proposal Management including interface with program management, engineering, contracts, finance and other departments, as applicable to establish and review contract assumptions, terms and conditions; evaluation of risks and opportunities, cash flow, return on investment, and pre-proposal establishment of rough order magnitude pricing budgets.
Proficient use of Excel, Word, and PowerPoint Software Packages
Working knowledge of FAR/DFAR estimating requirements
Ability to balance multiple projects, prioritizes projects and meet necessary deadlines
Must hold an Active Top Secret Clearance which requires US Citizenship as a pre-requisite
Must be able to work onsite in Northridge, CA or Roy, UT
Preferred Requirements:
Experience in Aerospace or government contracting
Working knowledge of Propricer software
Northrop Grumman Defense Systems proposal process a plus
Experience directly or indirectly managing people preferred
Degree in Accounting, Finance or Business is preferred
5 or more years' progressive Program Management experience and/or Proposal Management experience on Development Programs (DoD experience preferred) including hands-on proposal development and project planning
Salary Range: $122,800.00 - $213,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
