This leadership role is located in Palmdale, CA.
The Manager Manufacturing Systems Engineer 2 will lead a team of Manufacturing Systems Engineers in defining, developing, implementing, and transitioning new and disruptive technology solutions to our programs to increase efficiency, reduce cost, and improve quality. The selected candidate will be responsible for the following:
Key Technical Responsibilities:
Lead a team of engineers in the ideation, development and deployment of manufacturing concept and process solutions for production applications and advanced technologies, including, but not limited to, composites fabrication, assembly, automation, inspection, direct part manufacturing, LO technologies, and digital capabilities.
Knowledge and execution of Contractual Research & Development (CRAD) activities.
Work with Global Supply Chain and use Small Business experience and knowledge to act with speed to evolve and replace baseline technologies.
Identify and initiate corrective action of problems and deficiencies to ensure R&D contractual obligations (technical, schedule, and cost) are met and product quality is maintained.
Provide guidance regarding design concepts, TRL/MRL maturity, and specification requirements to best utilize resources and manufacturing techniques, and ensure processes and procedures are in compliance with regulations.
Interface with internal and external customers, program offices, engineering disciplines, and executive management.
Key Functional Responsibilities:
Conduct performance assessments, and regular conversations about employee development, communication, compensation adjustments, training & educational oversight/ approval and other routine personnel issues.
Assess, prioritize and adjust staffing to current and projected program needs.
Facilitate engineering support, review and approval of Bid & Proposal (B&P) requests.
Support program gate reviews as the engineering review authority, and assist in resolution of program engineering challenges (technical, financial, and staffing).
Comprehend and analyze complex problems, develop solutions and coordinate across programs and functions for common efficiencies and operational gains.

Basic Qualifications:
Must have a Bachelor's Degree (STEM) AND 7 years of related professional/military experience in aviation, systems engineering, aerospace or manufacturing/production OR a Master's Degree (STEM) AND 5 years of related professional/military experience in aviation, systems engineering, aerospace or manufacturing/production.
Must have 2-3 years of prior management/leadership experience.
Must have an active DOD Secret Clearance and with the ability to obtain Special Program Access.
Experience working on early phases of projects, including proposals, white papers, and conceptual development.
Project/Program Management skills to scope and execute assigned work and manage project efforts (proposal creation, scheduling, budget tracking, and Earned Value Management Systems (EVMS)

Preferred Qualifications:
Experience in generating requirements; specifically, the ability to turn vague customer needs or stakeholder inputs into requirements
Ability to handle multiple projects concurrently in a dynamic and fast paced work environment
Experience with Microsoft Office Products (Word, PowerPoint, Excel, MS Project, Visio)
Demonstrated technical leadership skills, decisiveness, and ability to make sound technical judgments with limited information in a timely manner and with a sense of urgency
5+ years of manufacturing engineering experience
Prior experience operating in a dynamic environment of increasing production schedules and high delivery rates
Experience with any of the following:
Production assembly/fabrication including Digital Transformation, Augmented Reality/Virtual Reality, Systems Integration, IIoT, RFID, and/or production manufacturing operations.
Hardware/software integration of manufacturing systems architecture, design & integration with engineering systems and software, including Siemens NX, TcE, CPLM, SAP, etc
Advanced networking capabilities
Knowledge of Cryptology
Working knowledge of classified information systems infrastructure
Working in a Research and Development environment.
Ability to use Model-based Systems Engineering (MBSE) tools and concepts to define functions and develop functional and performance requirements.
Experience as Principal Investigator on government CRAD and/or Internal Research & Development programs
Experience working with IPTs, other stakeholders, and various customers such as Air Force and Navy
Technical writing capabilities
Ability to travel 10-15% of the time
Primary Level Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
