Northrop Grumman's Aeronautics Systems (NGAS) sector has an opening for a Manager 3 Process, Execution, and Metrics (PEM) on the Avionics Integration East team. This role is located in Melbourne, Florida. This role reports functionally to the Director of Avionics Integration East and programmatically to the Engineering, Integration & Execution (EI&E) Avionics & Software Engineering Director for the assigned program.
Job Summary: In this leadership role, you will be responsible for managing staffing requirements and serve as the primary interface to Avionics Integration to ensure staffing needs are met. You will help establish and monitor engineering metrics to ensure technical rigor and continuous improvement. You will provide mentorship and guidance to the avionics staff and section managers based on program and engineering goals, objectives, and company policy. In collaboration with engineering leads, the Avionics PEM lead also helps ensure that technical, cost, and schedule performance measures are being met. Additionally, you will ensure that avionics design and development approaches comply with sector processes, procedures and best design/architecture approaches and drives reuse of design concepts from across the sector while meeting first time engineering quality and affordability objectives. The successful candidate will demonstrate leadership skills including the ability to work effectively in a team environment and possesses effective communication and presentation skills at all levels.
Responsibilities may include, but are not limited to:
Act as a primary entity for all avionics disciplines across all IPTs and SMTs
Ensure technical quality of products and deliverables
Identify and manage resources and staffing to ensure successful execution of program and technical baselines
Review and analyze released engineering change requests for approval
Present technical and program information to internal and external stakeholders including NGC and customer leadership
In cooperation with other engineering disciplines and leadership within and external to the program, ensure that relationships are developed to manage interfaces across project activities and across subcontractors
Contribute to the resolution of critical/urgent program/technical issues
Support supplier and program deep dives
Responsible for avionics discipline technical and cost inputs for all new proposals and Engineering Change Proposals (ECPs)
Ensure that earned value management (EVM) techniques and other tools are applied to deliver predictable financial results
Collaborate with other engineering and program leads in a team-oriented environment to achieve program goals
Establish, maintain, and ensure adherence to functional process and procedures
Support strategic planning for future program phases
Support generation/definition of TPMs for the program
Supports/identifies/Updates R&O definition and mitigation discussion
Perform team performance management tasks such goal setting, providing feedback, coaching, mentoring, rewards and recognition.
Mentor, develop, and train avionics discipline personnel and collaborate with FHR management on team member professional development including training needs

Basic Qualifications:
Bachelor of Science (BS) in a Science, Technology, Engineering or Mathematics (STEM) discipline and 9 years of related professional/military engineering experience; OR a Master of Science (MS) degree in a STEM discipline and 7 years of related professional/military engineering experience
Strong technical understanding of mission systems (such as radars, flight avionics, data displays and controls, mission computing, communications)
Experience in requirements definition, derivation, and management
Experience in planning staffing requirements
Knowledge of Earned Value Management (EVM) techniques

Experience with supplier management
Demonstrated knowledge and understanding of all phases of a product development life cycle
Your ability to transfer and maintain the final adjudicated government Secret clearance (DoD must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company
Preferred Qualifications:
MS degree in relevant STEM discipline, or MBA
Experience in technical problem solving, to include decomposition, root cause analysis, solution development, implementation and monitoring
Experience with leading, preparing, reviewing and approving technical and cost inputs for proposals and ECPs
Experience collaborating with other technical leads in a team-oriented environment to achieve program goals
Experience on development and production programs
Experience with Agile development
Demonstrated knowledge and understanding of NGAS Engineering processes
Previous leadership experience
Ability to obtain a Top Secret clearance

Primary Level Salary Range: $161,500.00 - $242,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
