Northrop Grumman Mission Systems Manufacturing is seeking a Manufacturing Engineering Manager 2, PCB Fabrication to join the Leadership Team.

The Manufacturing Engineering Manager will have functional management responsibilities for a technical team of Manufacturing Process Engineers in the Advanced Interconnect Multilayer Solutions (AIMS) Manufacturing Cell. The team is responsible for the manufacturing support of printed wiring board (PWB) fabrication in the AIMS Manufacturing Cell. This includes designing, creating, validating tools, processes, and work documentation required for compliant fabrication of Organic PCBs (printed circuit boards) while ensuring manufacturing personnel, processes, and tools can achieve production throughput and Quality requirements.

The functional team is also responsible for the following activities:

**Monitoring and continuous improvement of processes to achieve the required stability and capability.
**Identifying process improvement initiatives.
**Developing new technologies and products as related to Organic materials.
**Estimating program non-recurring/recurring tasks in support of Proposals.
**Managing cost and schedule of NCTA projects and Program tasks.

Roles and Responsibilities include, but are not limited to:
**Personnel management including career development, employee engagement, time approval, recruiting, staffing, and yearly reviews.
**Oversight of direct report projects in developing or maintaining manufacturing processes. Manufacturing process development, including all aspects of producibility, affordability, quality, technology roadmaps, and related activities for implementing capable and repeatable processes and associated equipment.
**Briefing of upper management, project management, and customers as required on process technology, product issue resolution, personnel development plans and status, organization issues/progress, etc.
**Working with area management, subject matter experts, suppliers, etc. (as required) to quickly and efficiently troubleshoot and solve issues related to PCB manufacturing.
**Support the planning and coordinating of capital equipment and process development projects; financial budgets.

Qualifying candidate will be a well-organized, enthusiastic individual with strong interpersonal and written communication skills and a passion for people, innovation, and for excellence. She/he will also have the ability to communicate effectively with multiple disciplines to solve complex issues.  Must be able to multi-task in a fast-paced, dynamic, and high visibility operation and work well in a team environment.

Qualifications

 

Basic Qualifications:
•Bachelor's Degree plus a minimum of 9 years of relevant professional experience (or 7 years with a Master’s degree)
•3 years of experience managing or leading people or projects
•Manufacturing engineering experience including process control and control plan development
•Experience with cost and schedule accountability for projects
•Intermediate experience communicating and presenting data and complex concepts
•Ability to obtain and maintain a US Secret level security clearance is required. US Citizenship is a prerequisite.

Preferred Qualifications:
•Bachelor's Degree in Manufacturing Engineering, Mechanical Engineering, Chemical Engineering or related Engineering field
•Engineering and industry experience with printed wiring board fabrication including production of high reliability PWBs to IPC specifications; familiarity with manual, semi-automated, and automated PCB processes to include through hole, blind hole and micro-via fabrication on multilayer complex lamination substrates
•Experience with PTFE (Teflon) substrate materials, the suppliers of these materials, and their processing
•Experience quoting processes for electromechanical products
•Experience managing project schedules, earned value and budgetary spending
•5 years of experience in the development of electronic products, mechanical assemblies, and manufacturing processes including performing design of experiments (DOE)
•Six Sigma Black belt/Green belt certification from an accredited program including familiarity with Statistical Process Control (SPC)
•Demonstrated intermediate experience with project management tools and methods such as Microsoft Project (or equivalent)
•Demonstrated intermediate skills using Microsoft Excel and Minitab for process data analysis
•Direct career experience working in a represented (union) manufacturing workforce environment
•Experience with design for automation
•Experience with digital information management
