The Director of Supply Chain Programs will lead the day-to-day supply chain execution as the Rolling Meadows site lead and will need be to be onsite in Rolling Meadows full time. This position reports directly to the Navigation Targeting & Survivability Global Supply Chain Director.
The Director of Supply Chain Programs will lead a diverse team of experienced Managers of Supply Chain Programs responsible for major subcontractors as well as complex Bills of Material (BOMs) across various Integrated Product Teams (IPT).
The selected candidate will be a high performing, experienced supply chain leader who is goal-oriented and well equipped to partner with a wide range of internal stakeholders to support corporate, sector, and division objectives, including program performance and business growth. They will possess strong communication skills with the ability to lead, influence, and collaborate with a diverse set of stakeholders
The selected candidate will support the profit and loss leaders across their various areas of responsibility and be accountable for program excellence in all phases/facets of the program lifecycle (capture/proposal, strategy, material finance/CAM management, and execution). This Director's responsibilities will include collaborating with senior level division, BU, and program executive leadership to understand business requirements and identify and manage the needs for subcontracts and material across the program. To do this, they will leverage a solid understanding of the Global Supply Chain and be knowledgeable in the engineering, contracts, manufacturing, information technology, and mission excellence areas and how they impact delivery of supply chain materials and services. The selected candidate will have a proven ability to engage with suppliers to resolve schedule and quality issues, contracts, negotiate pricing, as well as knowledge in compliance areas.
What you will get to do:

Responsible and accountable for the strategy, planning, and execution of all material and services content for all Rolling Meadows content.
Act as the main focal point for the executive Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
Brief the PMO and executive management on the status and issues affecting Program cost and schedule performance.
Implement strategies and actions to ensure timely delivery of materials and subcontract services in support of program needs.
Ensure that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
Demonstrate success in leading and developing cross functional teams and in interfacing with customers and major subcontractors in an IPT structure.
Accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution.
Support achievement of financial commitments through program GSC cost account management (CAM), material finance, and supplier management.
Drive continuous improvements in supply chain/subcontracts related processes via collaboration with other functions, programs, and the extended supply chain
Ensure compliance with the wide range of regulatory and other requirements and achieve supplier diversity requirements.
Collaborate across sectors with manufacturing, global chain, mission assurance, and engineering to ensure successful end item customer delivery of material and subcontracted items.
Develop a high performing team by focusing on workforce development and employee experience.
Basic Qualifications:

Bachelor's Degree and a minimum of 10 years of relevant global supply chain experience in defense or aerospace systems (or 8 or more years of relevant global supply chain experience in defense or aerospace systems with a Master's Degree)
Minimum of 5 years of formal, direct line experience leading and/or managing teams
Active DoD Secret Clearance
Direct experience working and collaborating across multiple Functions, IPTs and Projects
Demonstrated experience developing, growing teams and shaping a performing culture
Experience with a broad range of supply chain areas including risk management, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management
Significant experience in managing a broad range of suppliers and subcontractors including providers of complex components/assemblies/systems, services, and commodities
Experience with specific regulations and compliance practices governing defense contractor supply chain activities (e.g., FAR, DFARS, ITAR, other)
Experience working with metrics and performance tracking.
Experience working with supply chain tools including SAP, and Business Intelligence systems
Preferred Qualifications:

Bachelor's Degree in Supply Chain Management, Business, Engineering and/or technical discipline.
A minimum of 15 years of relevant global supply chain experience in defense or aerospace systems (or 13 years of relevant global supply chain experience in defense or aerospace systems with a Master's Degree)
Program Management experience in defense or aerospace systems.
Experience in Operations, Finance and/or Contracts disciplines.
Experience with DCMA and programs in support of Department of Defense Customers, inclusive of the US Air Force, Navy, and Army
Advanced education and professional development (e.g., CPPM, C.P.M, CSCP, JD, etc.)
Training and/or accreditation in some combination of Agile, Continuous Improvement, Lean, or Six Sigma Black belt
Experience in working with capture teams in developing and submitting competitive and compliant major proposals, including teaming strategies and complex Bill of Material strategies
Experience with the application of supply chain best practices and continuous improvement activities
Active DoD Top Secret Clearance
Salary Range: $188,600.00 - $282,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
