This role will align corporate and sector priorities with U.S. and allied partner security objectives, advancing Foreign Military Sales (FMS), Direct Commercial Sales (DCS), cooperative industrial initiatives, and joint ventures with global partners.

The Director will directly support the advancement of enterprise-wide international business development initiatives and will support the corporate global business development office organization and corporate legislative affairs as a business development teammate and liaison to U.S. Government stakeholders (Department of Defense, State Department, Commerce Department, and other Executive and Legislative Branch entities), international embassies, and global industry partners. The Director will provide recommendations to senior leadership on policy, regulatory, security cooperation, and competitive positioning, ensuring business pursuits are coordinated with evolving U.S. and partner nation policy, priorities, and requirements.
The Director will drive strategies across the Middle East, Europe, and the Indo-Pacific regions, in closest alignment with corporate and sector campaign priorities. Responsibilities include enabling senior-level government and customer engagements, supporting export release strategies for advanced technologies, fostering international co-production and industrial participation, and supporting competitive intelligence and analysis to inform capture excellence and market strategies.
Key Responsibilities
Report directly to and support the Corporate Executive Director, International Business Development and Capture Excellence, in the development and execution of corporate international growth initiatives.
Coordinate with sector, capture and functional leads to implement strategies aligned with corporate international campaign priorities.
Serve as a corporate business development liaison with U.S. Government agencies, foreign embassies, and international business councils to advocate for NG international pursuits, under the direction of the Executive Director.
Provide policy and regulatory analysis on export control, FMS/DCS, and security cooperation matters; identify and mitigate risks to program execution.
Partner with internal trade compliance, contracts, and capture management teams to support pursuit strategies for high-priority international programs.
Support corporate management and orchestration of international delegation engagements, trade show/symposia, executive travel, and senior-level briefings with foreign defense officials and diplomatic stakeholders, ensuring alignment with corporate international campaigns.
Contribute to the delivery of market assessments, competitive intelligence, and in-depth analysis of international defense environments to inform strategy and capture excellence.
Support the identification and development of co-production opportunities, offsets, joint ventures, and industrial partnerships that advance NG's global growth strategy.
Represent the company at international policy forums, trade associations, and think tanks to shape the environment for NG's business objectives.
Basic Qualifications
Bachelor's degree and a minimum of 15 years of related experience. Related experience includes international business development, government affairs, political-military affairs, security assistance, foreign disclosure/export control, or cooperative defense acquisition.
Demonstrated experience working with the U.S. Government interagency (DoD, State, Commerce) in support of FMS/DCS cases, joint ventures, and international defense programs.
Proven ability to conduct competitive intelligence, market analysis, and customer value assessments to support capture excellence and international growth.
Strong organizational, verbal, and written communication skills, with ability to provide strategic recommendations to senior executives.
Demonstrated ability to build and sustain trusted relationships with senior U.S. Government, foreign government, and industry partners.
Must have the ability to obtain and retain a Top Secret security clearance.
Preferred Qualifications
Advanced degree in Global Business, International Affairs, Public Policy, or National Security Studies.
Experience leading cross-functional and geographically dispersed teams in pursuit of international defense programs.
Familiarity with allied/partner defense acquisition, joint ventures, and industrial participation frameworks in the Middle East, Europe, and the Indo-Pacific.
Primary Level Salary Range: $197,600.00 - $296,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
