This position will lead the Advanced Programs (AP) team - part of the Northrop Grumman Microelectronics Center (NGMC). The Director of Engineering 1, designated as an Engineering Execution Lead, is the primary E&S interface to AP and will aim to drive business growth through technology maturation and product development during the EMD phase of the lifecycle. The AP Director of Engineering 1 serves as the business-facing lead for all functions required to execute the day-to-day engineering activities within AP which also provides the opportunity to work across campuses to ensure success. The AP Director of Engineering is accountable for engineering cost, schedule, and technical performance for a rapidly growing organization of all disciplines.
This position is located in Maryland (Anne Arundel county) with employees primarily located at Maryland and California sites.

The role requires a focus on performance, people leadership, and business growth and is balanced between technical, interpersonal, and business capabilities. Independently work based on strategic objectives, work in a team environment, and collaborate across the division(s), sector(s) and corporation as required to accomplish the team goals.

Engineering Execution: Accountable for engineering cost, schedule, and technical performance through oversight of engineering reviews, Root Cause and Corrective Actions (RCCAs) activities, engineering metrics, audits, and general program execution. Ensure engineering rigor and overall process compliance. Business facing lead for all functions required to execute the day-to-day activities for every OU, program and/or product line within the AP Business Unit (BU).
Functional Responsibility: Functional director for engineers of all disciplines that primarily support programs or product lines within AP BU.

Business Development: Oversee bid and proposal inputs for future work, independent technical reviews of major programs, and overseeing IRAD and CRAD efforts.

Hiring and Staffing: Ensure the business is appropriately staffed and organized - will require significant headcount growth. Support hiring goals through network events, interviewing, and intern/Pathway placements. Understanding workforce management tool (currently WLF) to make certain programs are staffed as effectively and efficiently as possible. Support tactical critical staffing activities that cross BUs, divisions, & sectors. Be creative in solutions such as engaging remote site and use of contract labor. Work collaboratively with peers to enable resource sharing across BUs, divisions, & sectors

Talent Management: Identify skills mix based on business needs and forecast needs for experienced hires, college graduates, and interns. Build and execute strategy for full life-cycle talent management; hire, retain, deploy, and develop diverse teams. Identify critical skills and develop succession plans to support program needs.
Budget Management: Manage indirect spending to meet overhead ratio and utilization goals.
Workforce Engagement and Knowledge Building: Build diverse and inclusive teams with high levels of engagement through knowledge sharing, mentoring and coaching. Encourage pervasive knowledge base building that supports new hire acclimation and succession needs. A strong focus on retention efforts through engagement initiatives is required.

Engineering Strategy: Identify and implement strategies to increase the efficiency and effectiveness of the business of Engineering in collaboration with peers. Drive engineering strategy and practices pertinent to all of the E&S NGMC portfolio, including but not limited to investments and talent strategy.
Digital Transformation: Initiate and implement initiatives to improve processes and performance using new tools and best practices.
Candidates must have exceptional leadership and teambuilding skills, strategic thinking, strong technical acumen, and the ability to lead multiple engineering disciplines across programs. The candidate will work with cross-discipline team members and therefore must have excellent communication skills, presentation experience and the ability to work seamlessly with a diverse community of engineers and managers to achieve the goals of the organization. The candidate must have the ability to build consensus and resolve conflict. The candidate must collaborate with business area leadership, and other functional partners to resolve complex issues in a timely manner to help meet program commitments. The candidate should always act with integrity, and with the highest ethical standards and treat people with respect. The candidate should develop trusted and valued customer relationships and communicate effectively, so that people throughout the organization feel engaged and connected to their work. The candidate should be able to
travel 25% of the time to collaborate with our teams outside of their site.
This position requires full-time work onsite at our Linthicum, MD or Annapolis Junction, MD location.
Basic Qualifications:

Bachelor's degree in Science, Technology, Engineering or Mathematics (STEM) or related technical fields with 10+ years of experience; a Master's degree in related technical fields with 8+ years of experience; a PhD in related technical fields with 6+ years of experience
U.S. Citizenship is required
A current/ active DoD Secret Clearance is required prior to start with the ability to obtain/maintain an active DoD Top Secret/SCI with Special Program Access (SAP) after start.
Minimum of 5 years demonstrated success managing people
Minimum of 5 years demonstrated success leading large, diverse technical teams preferably in either program profit and loss or integrated product teams
Experience must include any combination of Systems, Software, Hardware, Digital, or Cyber engineering disciplines within the defense or aerospace industries
Experience must include a high proficiency in technical problem-solving including decomposition, root cause analysis, solution development, implementation and monitoring, as well as experience in multiple program phases
Solid understanding of engineering process with execution experience, including working familiarity with ISO 9001, AS9100, and CMMI
Preferred Qualifications:

Advanced degrees in Science, Technology, Engineering, Mathematics or related technical fields.
Active DoD Top Secret/SCI Clearance or higher
Experience leading large teams within a matrixed organization, geographically dispersed across the country; demonstrating the ability to effectively collaborate across multiple stakeholders and diverse sets of teams
Experience with successfully transitioning technology from lower Technology Readiness Levels (TRL) to higher TRLs required for subsequent Engineering and Manufacturing Development (EMD) and/or Low-Rate Initial Production (LRIP) program phases
Experience with hiring, staffing, engineering metrics and training resources, processes, and tools
Experience driving engineering processes for program performance and continuous improvement, to include affordability initiatives, across the entire program lifecycle
Experience managing large control accounts with accountability for scope, schedule, budget, and technical performance
Experience with product line management and product line engineering
Program management experience
* Superconducting or microelectronics domain knowledge
Primary Level Salary Range: $207,400.00 - $311,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
