The selected candidate will lead a functional homeroom department of Airworthiness professionals within the Airworthiness Engineering Directorate supporting all certification efforts within the AISR&T Operating Unit. The selected candidate will support the logical and systematic realization of customer system solutions to meet program needs by ensuring airworthiness certification objectives are met throughout the product lifecycle (e.g. Type Certification, Flight Releases, continued & continuing airworthiness, and operation of airspace integration).
Job Scope
Manages personnel assigned to programs within the AISR&T Operating Unit, setting & operating to Airworthiness Directorate and program objectives & providing guidance to subordinates based on goals, objectives & company policy. Management responsibilities include: staffing planning, and program airworthiness performance addressing cost, schedule, and technical quality for related contract deliverables and full responsibility for all Airworthiness aspects of program performance.
Guidance Given, Assignments Received
Assignments are received from the Airworthiness Division Director from directly derived from program contractual needs. Provides guidance to subordinates based on organizational goals and company policy. Work is reviewed in terms of meeting the organizations objectives and schedules that are aligned to program needs as directed by the Sector Engineering VP.

Knowledge and Technical Skills
Advanced level of understanding in Airworthiness practices, policies, and procedures for all domestic, foreign, military, and civil Technical Airworthiness Authorities across the customer base. Involves a broad grasp of involved practices and procedures

Decision Making
Regularly requires analysis of best courses of action to achieve program and organization objectives. Decisions have risk/reward implications for program or the Airworthiness Directorate

Direct Work Involvement
Responsible for all projects assigned to the organizational group. Helps meet established schedules and resolves Airworthiness certification issues partnering with the programs and the Technical Airworthiness Authorities. Typically accomplishes results through guiding and empowering Airworthiness Technical Staff.

Policy Involvement
Involved in develop of operating procedures that benefit the Airworthiness Directorate and the supported programs. Interprets, executes, and recommends modifications to established Airworthiness policies and procedures.

Financial
Develops and administers budgets and standards of performance in partnership with the Airworthiness Tech Ops team.

Strategic Responsibility
Influences & impacts strategy through his/her role in the Airworthiness Directorate.

Supervisory Relationships
Accomplishes results through specialist Airworthiness employees. Subject to approval, modifies the organizational structure of centralized functions and units. Often responsible for managing a staff function of the company.

Operations Involvement / Direct Work Involvement
Responsible for all certification efforts assigned to the AISR&T business unit. Acts as an advisor to staff members to meet schedules or resolve issues. Directly participates in establishing and administering many centralized functional projects. Develops and administers budgets, schedules, and performance standards.

Impact
Exerts influence in the development of overall objectives and long-range goals of the organization.

Liaison
Frequent contact with program managers, chief engineers, and enterprise leaders and customer representatives and Technical Airworthiness Authorities concerning Airworthiness certification matters. Conducts Airworthiness briefings or meetings for internal and external representatives
Essential Duties:

Leads a functional homeroom department of Airworthiness professionals within the Airworthiness Engineering Directorate supporting all certification efforts within the AISR&T Operating Unit reporting to the Global Surveillance Director of Airworthiness.

Supports the logical and systematic realization of customer system solutions to meet program needs by ensuring airworthiness certification objectives are met throughout the product lifecycle (e.g. Type Certification, Flight Releases, continued & continuing airworthiness, and operation of airspace integration).

Performs technical airworthiness planning and verification support including development and negotiation of airworthiness plans, bases of certification, means of compliance, and other certification activities for complex total systems with IPT/REs as well as customer counterparts.

Reviews and coordinates with other airworthiness engineers as well as internal engineering disciplines performed across the total system to include design, fabrication, test, installation, operation, maintenance and disposal.

Performs functional and process analyses, requirements allocation and definition studies to translate customer requirements into criteria and derived requirements. Ensures the logical and systematic realization of customer airworthiness certification objectives into system solutions to meet program needs throughout the product lifecycle (e.g. Flight releases, Type certification, continued airworthiness, operations, and airspace integration).

Responsible for managing and maintaining Type Design Data and airworthiness evidence in support of a Military Type Certification and Air System Continued & Continuing Airworthiness as a member of the senior technical AW staff.

Basic Qualifications:

Bachelor's Degree in a STEM (Science, Technology, Engineering, or Mathematics) discipline and 9 years engineering experience OR a Master's Degree in a STEM discipline and 7 years of engineering experience

Familiarity of MIL-HDBK-516B Expanded and -516C

Work experience leading the development of Airworthiness plans, a Basis of Certification, and related activities

Work experience with domestic and international UAS/RPAS airworthiness authorizations and type certifications

Management experience leading Airworthiness professionals at an OEM or major supplier

Proven People Leadership and excellent communication abilities

Must have a current active U.S. Government in-scope DoD Secret security clearance

Must be able to obtain and maintain Special Access Program (SAP) clearance. This SAP must be obtained within a reasonable amount of time as determined by the company to meet its business needs.

Preferred Qualifications:

Military aircraft development or modification experience

Ability to initiate Airworthiness Certification process improvement initiatives

DoD and Civil Airworthiness Experience

Work experience and familiarity with UAS/RPAS

Design and Systems Engineering experience in one or more of the following areas: Structures, Flight Technology, Air Vehicle Subsystems, Avionics, Mission Payload Integration, System Safety, Flight Test, Configuration Management

Experience with USAF Airworthiness Policy Directives, Instructions, and Airworthiness Bulletins (AWB)

Control Account Management (CAM) and Earned Value Management System (EVMS) experience including Integrated Master Schedule (IMS) planning and tracking, Earned Value reporting, variance analysis, and Estimate at Complete (EAC) forecasting.

Interactions with airworthiness authorities US DoD, MoD International, or civil authorities

Familiarity of European Military Aviation Regulations (EMARs)

Proficiency in Microsoft Excel, Powerpoint, Word and SharePoint

Management experience leading Airworthiness professionals at an OEM

Proven People Leadership and excellent communication abilities

Salary Range: $170,000.00 - $255,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
