It requires technical knowledge and economic acumen to formulate DTC analysis approaches and methods to provide senior leadership the ability to make actionable decisions in a very agile manner.
This position is responsible for decomposing top-level program cost targets, assigning targets to the appropriate IPT, working with the IPTs to identify and implement cost reduction opportunities to meet the cost targets, and tracking progress to the targets.

Strong leadership, communication, and analytic skills are essential for success in this position. The successful candidate will coordinate with Manufacturing Personnel and Multiple Engineering Functions to identify, characterize, estimate and propose efforts that will reduce cost and increase efficiency.
The position requires an understanding of life-cycle cost, schedule, risk, and affordability implications of alternatives under consideration. The position requires ability to develop and oversee tradeoffs of requirements, design, performance, cost, and schedule to address affordability constraints. The position is responsible for encouraging and facilitating active participation of the broader stakeholder community and decision makers in exploring alternatives to achieve program affordability.
Basic Qualifications:
Principal Systems Engineer: Bachelor's Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline from an accredited university and 5 years of related experience, or a master's degree in a STEM discipline and 3 years of related experience or a PhD and 1 years of related experience.
Sr. Principal Systems Engineer: Bachelor's Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline from an accredited university and 8 years of related experience, or a master's degree in a STEM discipline and 6 years of related experience or a PhD and 4 years of related experience.
Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope (< 6 years), with the ability to obtain a U.S. Government DoD Top Secret security clearance.
Experience with cost-effectiveness, LCC, CAIV, DTC, and/or CRI analyses
Experience with modeling Life Cycle Cost for large/complex systems of systems
Experience in developing cost research models and cost risks analysis for complex aerospace systems
Experience in performing cost estimating activities such as cost analysis, statistical analysis, WBS development, and cost risk analysis
Preferred Qualifications:
Active U.S. Government DoD Top Secret security clearance at time of application, current and within scope.
Advanced degree or certification in Systems Engineering or Masters in Business (Finance, Accounting, Administration, or similar)
Experience with cost-effectiveness, LCC, CAIV, DTC, and/or CRI analyses
Experience with modeling Life Cycle Cost for large/complex systems of systems
Experience in developing cost research models and cost risks analysis for complex aerospace systems
Experience in performing cost estimating activities such as cost analysis, statistical analysis, WBS development, and cost risk analysis
Experience with DoD Acquisition principles and guides, e.g. MIL-STD 881E, O&S CAPE Guide, DAU Guide on Systems Engineering, etc.
Experience and working knowledge of Navy programs.
Working knowledge of cost parametric tools: ACEIT, SEER from Galorath, PRICE, VBA and Unison TruePlanning
Experience in Cost Data Analysis and Predictive Analytics; Tableau & Alteryx' Experience with data mining/analytics programming languages such as Python, R, SQL, or BA

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.

Primary Level Salary Range: $95,300.00 - $142,900.00Secondary Level Salary Range: $118,600.00 - $178,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
