Program Manager - Technology Risk and Controls - Executive DirectorWe're seeking someone to join our team as a Technology Risk & Controls Program Manager.Positioned to be the best in class of program execution across Technology at Morgan Stanley, the Strategic Programs Execution (SPE) is a Super Department in Cyber, Data, Risk and Resilience (CDRR). This function facilitates enhanced delivery capability to effectively manage the increasing pipeline of critical technology, regulatory, risk and control-based programs.In the Technology division, we leverage innovation to build the capabilities that power our Firm, enabling our clients and colleagues to redefine markets and shape the future of our communities.Morgan Stanley is an industry leader in financial services, known for mobilizing capital to help governments, corporations, institutions, and individuals around the world achieve their financial goals.Job SummaryResponsible for delivering the new capability through the management of the programs, projects/workstreams on behalf of the Program Director. This individual will work with multiple Firmwide senior technology and business stakeholders to manage, plan, track, and communicate on strategic CDRR programs of work. You should have excellent verbal and written communication skills and be able to dive delivery.Initial AssignmentAs Program Manager responsible for the successful delivery of the 'in progress' Technology Risk Reduction Program (TRRP) you will lead the continued execution of this global program to sustainably measure risk reduction through the status of controls, aligned to the Cyber Risk Institute (CRI) framework. This is a 'hands on' role reporting to the TRRP Program Director with a particular emphasis on successful transition to BAU to establish a sustainable solution. The program is currently in its execution phase and BAU transition will need to be agreed.Generic Responsibilities * Responsible for delivering the programs projects/workstreams on behalf of the Program Director. Manage dependencies and risks. * Manages the budget, monitoring expenditure, costs and any realised financial benefits * Planning the program and monitoring its overall progress, resolving issues and initiating corrective actions where required. Communicating with all stakeholders * Ensure program delivers outputs on time within budget and with required level of quality * Optimising the use of resources (e.g., people). Managing 3rd party contributions as required * Management of the drafting of Steering Committee decks and confirming who is to present what at the subsequent meeting. Reporting progress on a regular cadence * Ensuring effective business engagement and business readiness activities are effectively managed and reportedSpecific 'Assignment Responsibilities' * Lead and drive the team: to continue to establish baseline and forecast ratings for each operational controls/CRI diagnostic statement * Promote and execute incremental delivery execution approach into BAU: Ensure that the control ratings and the associated evidence is maintained and are up to date either via TRRP activity or via transition to BAU team * Create and manage milestone based, detailed BAU transition plans and drive delivery against it * Working closely with other key related programs (managing interfaces and dependencies) especially ones maintaining a 'fit for purpose' set of controls and associated metrics * Ensure that the range of operational controls and CRI diagnostic statements is exhaustive or any deltas can be justified * Contribute to the strategic roadmap for risks and controls measuring risk reduction and the evolution of its component parts * Explore leveraging the use of AI to make the solutions and ways of working in the program and BAU more effective and efficient * Understanding what the data is telling us and being able to effectively summarise and explain this to senior stakeholder audiencesSkills * Extensive knowledge of general computing and cyber controls * Previous experience on control change programs or assessment programs a plus * Leading and driving delivery teams * Managing using a risk-based program approach * Defining and tracking program benefits * Effective interpersonal and communication skills * A strong knowledge of techniques for planning, monitoring, and controlling programs * A good knowledge of project management approaches and methodologies * A good knowledge of budgeting and resource allocation procedures * Ability to deal with ambiguity and define approaches to bring issues to resolution * Ability to multitask and prioritize; ability to work under pressure and within tight deadlinesRequirements for Role * At least 10 years demonstrable project management experience * Proven track record of operating/delivering at program manager level - 3 years minimum * Experienced in leading change in a risk, controls, compliance, cyber environment * Experienced in leading projects/programs using waterfall and agile methodologiesWHAT YOU CAN EXPECT FROM MORGAN STANLEY:We are committed to maintaining the first-class service and high standard of excellence that have defined Morgan Stanley for over 89 years.
