Director, International Public Affairs Officer

Liberty Mutual, the largest U.S. based global property casualty insurer, is seeking to hire an International Public Affairs Officer to advance Liberty Mutual's policy priorities and advocacy strategies, coordinate with internal and industry stakeholders, and engage U.S. and non-U.S. foreign policy makers. Strong candidates will have 7-10 years' experience working on a range of international policy issues (e.g., trade, digital, sustainability), familiarity with navigating non-U.S. policymaking systems, and an understanding of the U.S. policymaking process in both the Congress and the Executive Branch. Understanding of insurance or other financial services sector international public policy priorities is preferred. Strong candidates are those who tackle challenges with enthusiasm and creativity. This role reports to the Chief International Public Affairs Officer.

Responsibilities

  • Engage with political and career Congressional, Executive Branch, and non-U.S. policymakers building relationships positioning Liberty as a trusted voice to develop policy on priority issues.
  • Develop and execute advocacy strategies to address regulatory, legislative, and other impediments to Liberty's businesses in target markets, identify deliverables, track results, and report progress to business stakeholders.
  • Anticipate significant policy and political trends and develop strategies to navigate the environment.
  • Monitor and evaluate U.S. and global policies and communicate relevant developments to internal business partners.
  • Communicate regularly with key client groups, including business units, the Finance and Investment Departments, Global Compliance & Ethics, and the Office of Sustainability to identify risks of international trade, regulatory, and legislative initiatives.
  • Support business units, corporate departments, and in-country operations with operational and transactional interventions, leveraging U.S. and third country trade, administrative, legislative, and regulatory relationships.
  • Manage relevant trade associations, coalitions, and industry organizations to advance Liberty Mutual's policy priorities.

  • Advanced degree (JD or Master's) preferred but not required. A minimum of 7-10 years of international policy experience.
  • Strong relationships with U.S. and non-U.S. policymakers.
  • An understanding of, or interest in learning, the P&C insurance sector.
  • A proven record of proactively developing and implementing effective strategies to advance and promote international policy issues.
  • Demonstrated ability to solve market access problems by combining technical trade knowledge and knowledge of executive/legislative processes.
  • Excellent interpersonal skills and communication skills, both oral and written, with an ability to explain complicated issues and processes in an accessible manner, as well as excellent advocacy and negotiating skills.
  • Ability to think on one's feet in dynamic situations and make decisions within appropriate range of authority.
  • Ability to represent company in settings with senior business leaders, as well as with U.S. and non-U.S. government officials.
  • Demonstrated ability to thrive in a fast-paced and competitive environment.

The full salary range for this role reflects the competitive labor market value for all employees in these positions across the national market and provides an opportunity to progress as employees grow and develop within the role. Some roles at Liberty Mutual have a corresponding compensation plan which may include commission and/or bonus earnings at rates that vary based on multiple factors set forth in the compensation plan for the role.
