Leidos seeks a highly motivated Technology Transfer and Intellectual Property (IP) Specialist to support strategic research areas and core competencies at the National Energy Technology Laboratory's (NETL) on the Research Support Services (RSS) contract. NETL, a U.S. Department of Energy (DOE) national laboratory, is committed to ensuring affordable, abundant, and reliable energy that fuels a robust economy and strengthens national security. The highly skilled researchers across three research sites - Albany, Oregon; Morgantown, West Virginia; and Pittsburgh, Pennsylvania - conduct a broad range of research activities that support this critical mission. This position directly supports NETL's Technology Transfer work within the Research Innovation Center (RIC). Technology transfer is vital to transforming research into real-world impact by moving new technologies from the lab to the marketplace, benefiting the widest possible audience. NETL Technology Transfer actively partners with entrepreneurs, companies, universities, and the public sector to commercialize federally funded technologies.

Responsibilities:

  • Support the management of NETL's invention portfolio, including assisting in the preparation and evaluation of new inventions.
  • Review NETL patents and assist in developing strategies for strengthening IP/patent positions in key areas.
  • Work directly with NETL researchers and teams to identify new inventions, facilitate invention disclosures, and resolve invention ownership matters.
  • Interface with potential partners regarding invention management and commercialization opportunities.
  • Organize, support, and participate in regular invention and/or commercialization reviews.
  • Maintain and manage the status of inventions and intellectual property within the electronic inventions management system.
  • Report NETL inventions to iEdison/DOE HQ.
  • Prepare and deliver patent/IP awareness workshops for NETL staff.
  • Coordinate with DOE Patent Counsel regarding patent application filings and prosecution.
  • Support the NETL licensing process and inter-institutional agreements for shared inventions.
  • Maintain process guidance documents and draft legal agreements related to technology transfer.
  • Support NETL initiatives to foster an entrepreneurial culture, including planning and executing researcher training and workshops (e.g., Energy I-Corps), preparing learning materials, and promoting commercialization success stories.
  • Communicate technology transfer processes to internal and external stakeholders.
  • Prepare and review customized reports for accuracy and completeness, tailoring them for diverse audiences. Ensure timely delivery of high-quality team deliverables to the client.
  • Prepare and administer routine correspondence, memoranda, and related documentation.
  • Implement process and system improvements in collaboration with the team and support staff.
  • Track and report weekly, monthly, quarterly, and annual metrics, and respond to ad-hoc metric requests.

Required education and experience:

  • Bachelor's degree in business, social sciences, STEM, or a related field
  • 5+ years of relevant experience in technology transfer, intellectual property management, or related areas
  • Understanding of the Bayh-Dole Act, copyright and patent licensing, intellectual property management, sponsored research, and technology commercialization
  • Direct experience in engineering or technical research, technology transfer, invention and IP management, licensing, and technology commercialization
  • Proficiency in Microsoft SharePoint, Teams, Word, Excel, Access, and PowerPoint
  • Excellent verbal and written communication skills, with the ability to interact effectively with all levels of the federal client and potential collaborative partners
  • Excellent organizational and documentation skills, with a strong attention to detail and the ability to troubleshoot, resolve administrative problems, and respond quickly to inquiries

Other Requirements:

  • U.S. Citizen
  • Must be able to meet the requirements for gaining access to work on the NETL campus
  • Ability to travel 1-2 times a year or as business needs require

Preferred Qualifications:

  • Direct experience in engineering or technical research, particularly within government organizations and laboratories
  • Prior experience with experiential education programs (e.g., NSF I-Corps or Energy I-Corps) designed to provide researchers with insights into entrepreneurship, business startups, and industry challenges
  • Knowledge of project management principles and methodologies
  • Professional memberships in sponsored research or technology transfer organizations such as AUTM, and certifications such as Certified Research Administrator, RTTP, or CLP

Salary range for this position: $85K to $90K

Pay Range:

Pay Range $63,700.00 - $115,150.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
