The Leidos Digital Modernization Sector has an opening for an experienced Sr. Program Manager (PM) to oversee an Enterprise Information Technology Operations program for the Department of State as the primary interface between the contractor and the government for all required project status information, tasking, risk management, coordination, staffing, scheduling and problem resolution. This position requires an active Top Secret Clearance.

The Sr. Program Manager shall be responsible for the overall execution and success of this contract, providing overall leadership, management, direction, and guidance for all contractor personnel. The PM is ultimately responsible for the quality and efficiency of the contract, including both technical issues and business processes as well as financial success. The PM shall be ready to respond to customer questions, concerns, and comments. The PM is responsible for creating, maintaining, and executing a program management plan compliant with both Leidos and customer requirements as well as managing and reporting on project related items, such as cost, schedule, risk, and performance. The PM will be responsible for timely and accurate delivery of all CDRL and financial reports for the contract as well as ad hoc data calls and various other contract deliverables. The PM is to ensure the timely and accurate transfer of programmatic and technical information and plan and participate in program/iterative reviews. The PM will be responsible for securing and managing an exceptional team/staff, maintaining high levels of staff retention, and ensuring exceptional customer relationship management. The successful candidate will excel at personnel and customer relationship management with a big picture/strategic eye for innovation and continued efficiencies across the program.

Required Qualifications:

  • Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.
  • 7+ years of experience supervising or leading teams or projects
  • Possesses a Top Secret clearance.
  • Demonstrated capability of managing highly complex programs of $100M/yr and all associated financials and contract deliverables
  • Possesses a current Project Management Institute (PMI) Project Management Professional (PMP) certification.
    e. Demonstrated experience with IT Service Delivery using an ITIL/ITSM framework on a large, complex program
  • Demonstrated experience with Earned Value Management.
  • Demonstrated experience managing and leading geographically dispersed operations and engineering staff of varying skill levels.
  • Demonstrated experience driving modernization and innovation resulting in increased efficiency and productivity.
  • Exceptional staff and customer relationship management skills.
  • Demonstrated leadership qualities working with senior management to influence and find solutions.

    Desired Qualifications:
  • Demonstrated experience implementing service level agreements and performance metrics on a contract.
  • Demonstrated experience with the Federal procurement process and familiarity with the administration of cost-type contracts.
  • Demonstrated experience with the software development lifecycle process, SAFe Agile principles and methodologies, and experience modernizing the processes procedures and application support environment toward CI/CD or DevSecOps approach.
  • Experience managing programs for Department of State

Pay Range:

Pay Range $148,850.00 - $269,075.00
