Senior Program Manager
Description
Leidos has an exciting opportunity for a Senior Program Manager in our National Security Sector's (NSS) Cyber & Analytics Business Area (CABA) in the Columbia, MD area. Our talented team is at the forefront in Mission Software, Security Engineering, Computer Network Operations (CNO), Offensive Cyber, Analytical Methods and Modeling, Signals Intelligence (SIGINT), and Cryptographic Key Management.
You will manage and lead a large program providing a broad range of support to operational requirements in Software Engineering, Systems Integration, Systems Administration, Network Engineering, Information Assurance and Cyber Security, Analytics Development, Rapid Prototyping, and much more.
What You'll Be Doing:
Serve as the primary point of contact for the Government and Contractor's senior management.
Allocate resources (staffing, facilities, and budgets) to meet contract requirements.
Review and approve financial reports, Funds and Man-hour Expenditure Reports, and other contractual deliverables.
Ensure cross-discipline integration within the contract to meet Government needs.
Identify and mitigate risks, allocating budgets for risk management activities.
Prepare and present program status reviews and other formal reviews to the Government Program Manager.
Oversee the recruitment and training of program staff, both direct and indirect.
Review all financial and technical reports before submission to the Government.
Communicate issues and solutions to the Government Program Manager in a timely and transparent manner.
Ensure compliance with all regulatory and administrative requirements imposed by the contract.
Assist the Government Program Manager by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs).
Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals.
Provide contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate.
What Does Leidos Need From Me?
Required Qualifications:
Experience: Fifteen (15) years of experience as a program or project manager managing programs and contracts of similar scope, type, and complexity. Bachelor's degree is preferred but additional experience, relevant military experience, or certifications will be considered in lieu of degree.
Knowledge: Familiarity with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
Leadership: Direct experience managing multi-task contracts and subcontracts of various types and complexity, as well as leading a multi-vendor environment.
Certification: PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management.
Clearance Requirements:
Active Clearance: Top Secret/SCI (TS/SCI) with Polygraph security clearance is required.
Preferred Qualifications:
College Degree preferred.
Advanced knowledge of risk management, resource allocation, and program costing.
Strong expertise in preparing and presenting program status reviews to senior leadership.
Experience in coordinating Engineering Change Proposals (ECPs) and value engineering proposals.

This position is based in Columbia, MD.

Pay Range:
Pay Range $148,850.00 - $269,075.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
