In this role you will manage the financial and resources for one of our more important customers, The Army Corps of Engineers. You will support the analysis, selection, and modification of enterprise IT systems and lead your team as they work through the resource and administration of enterprise services. You will provide the direction and oversight within our PMO and guide the resource management for the program. Your leadership will be essential in forecasting and solving the resource problems and issues faced by our customers. It will require constant and flat communication with parties within and outside your area of operations. Finally, you will manage a team of experienced professionals who are experts in their assignments. You will build, train, develop, and reward this team, providing them with ample opportunities for professional growth and ensuring that Leidos maintains the best and most talented workforce.
Primary Responsibilities:
- Responsible for the delivery of TO financials to support the USACE CASTLE-NET cost and financial objectives.
- Implement processes and procedures to ensure costs are captured accurately and tracked to the appropriate level of granularity to meet USACE requirements.
- Establish processes necessary to achieve Technology Business Model (TBM) frameworks.
- Develop and execute a consumption billing model for services provided to ensure fiscal and resource transparency.
- Consult with and advise senior leaders on resource issues requisite to the needs of the business and implement and maintain reliable and cost- accounting for reliable and transparent view of customer requirements.
- Ensure resource management functions are aligned to industry best practices and ITIL approaches to reduce costs and maintain schedule.
- Drive change through the delivery of cross matrixed organizations.
- Evaluate and communicate strategy and action plans to executive leadership.
- Manage SLAs, OLAs and KPIs with resource management tools.
- Deliver strong process management and problem resolution skills.
- Effectively prioritize and execute tasks in a high-pressure environment.
- Understand and communicate the lifecycle and cost of owner of technologies and applications and to translate into business strategies for USACE.
- Provide strong verbal and written communication skills with the ability to articulate complex ideas in easy to understand. business terms.
- Conducts performance management activities for direct reports.
Basic Qualifications:
- Bachelor's degree and (8)+ years' of relevant experience or a Master's degree and (6)+ years' relevant experience.
- A minimum of (5) years of experience leading the cost and financial tracking for a project of similar size, scope, and complexity.
- Technical Business Management (TBM) Foundation Certification.
Clearance Required:
- An active Secret security clearance.
Preferred Qualifications:
- (2) years of experience providing the TBM framework for a federal client.
- (5) years of experience implementing consumption-based billing models.
- ITIL ® Foundations.

Pay Range:
Pay Range $112,450.00 - $203,275.00
