Description

Leidos is seeking a Program Security Representative (PSR) to work Washington D.C. area and provide life-cycle development and protection for a dynamic USG organization. The PSR will work under the direction of the Program Security Officer (PSO) to apply program security requirements in such a manner that the programs can be executed in a cost-effective, schedule compliant manner, with minimum risk to information, personnel, and business continuity. PSR must possess and have successfully demonstrated technical security competence, excellent oral and written communication skills, problem solving skills, analytical skills, and the interpersonal skills necessary to determine and implement the proper and effective security policy and procedures for the protection of classified information for Collateral, SAP, or SCI efforts.

The duties of a PSR include, but are not limited to:

• Using knowledge of the various security disciplines such as Physical Security, Personnel Security, Information System Security and Industrial Security to determine, apply, and monitor appropriate security requirements for assigned programs.

• Research and recommend to the government PSO long- and short-range security strategies and tactics for new or established programs.

• Apply a working knowledge of: Executive Order 13526, NISPOM, NISPOM Overprint,ICD series DoD Manual 5200.01 V1-V4, DoD Manual 5205.07 V1-V4, etc

• Develop dynamic and evolving security strategies for customer across an enterprise of multiple programs at diverse security levels.

• Supervise the implementation of the previously mentioned strategies by the administrative personnel within the security processes and security support functions

• Support the creation, processing, coordination, and approval of Program Security documents and entering such information into applicable databases.

• Plan, coordinate, and manage security support for classified testing activities.

• Assist in the development, review, coordination, and execution of a wide range of Program Security documentation to include:

• Security Classification Guides for Collateral and Special Access Programs.

• Public Affairs and Perception Management Plans.

• Security Test Plans and Concept of Operations Plans.

• System Security Plans.

• Fixed Facility Checklists.

• Technology Transfer Agreements and Program Transition Plans.

• Standard Operating Procedures.

• Memorandum of Agreement and Memorandum of Understanding.

• Transportation Plans.

• Technology Transfer Plans

• Access Management Plans

• Actively support Program Security Reviews at performer locations and the Self-Inspection Program.

• Perform OPSEC analysis and provide other OPSEC support, to include identification of critical program information (CPI), collecting and analyzing threat data, developing, and coordinating program OPSEC plans.

• Manage the contract closeout process and participate in program closeout reviews at performer locations.

Attend program reviews including: Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), and Integrated Product Team (IPT) reviews.

The Program Security Representative's primary function is to provide multi-discipline security support for one or more of the customer's Special Access Programs (SAPs). The position will provide "day-to-day" multi-discipline analysis for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. Duties may include: (may be modified with concurrence of the Contracting Officer and contractor Program Manager)

  • Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, ICD, DoD and AF SAP policies
  • Assist in developing and executing approved policies and procedures for safeguarding Special Access Program (SAP), Sensitive Compartmented Information (SCI) and collateral data in support of US military operations
  • Provide day-to-day security support that includes continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems
  • Identify vulnerabilities, threats, and risks to test, training, and operational activities
  • Assist in developing, implementing, and training the Operations Security program
  • Assist in providing contractor and subordinate facility assistance and oversight
  • Brief all levels of personnel, both in the government and senior civilian services, on a variety of security related topics
  • Conduct and document SAP facility compliance reviews, follow-on facility reviews, and facility close-outs
  • Monitor, report and track all corrective actions resulting from compliance reviews
  • Ensure timely notification of pertinent security matters to program technical and management staff
  • Conduct exploration of any loss, compromise, or suspected compromise of classified and/or sensitive information, including conducting preliminary inquiries and generating damage assessments resulting from the loss of classified information.
  • Coordinate with SAP security personnel to ensure lessons learned are incorporated into the curriculum for the SAP security education & awareness program

Experience:

  • 8 - 12 years related experience

Education:

  • Bachelor's degree in a related area or equivalent experience (4 years)

Security Clearance:

  • Current Top Secret Clearance with SCI Eligibility. Candidates who do not possess this level of clearance will not be considered.
  • Eligibility for access to Special Access Program Information
  • Willingness to submit to and successfully complete a Counterintelligence polygraph

Other Requirements:

  • Must have the ability to work in a very dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners
  • Working knowledge of Microsoft Office (Word, PowerPoint, and Excel)
  • Possess a high degree of originality, creativity, initiative requiring minimal supervision
  • Willingness to travel within the organizational geographic Area of Responsibility (AOR) (note - could be extensive, and will include both air and ground transportation) Qualifications Requires Bachelor's degree or equivalent and seven to nine years of related experience and ability to obtain a security clearance.

Pay Range:

Pay Range $80,600.00 - $145,700.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
