Leidos is seeking a Program Management (Task 1) Volume Lead to join our FEDSIM delivery team in support of high-priority corporate and strategic growth initiatives within our federal portfolio. Assigned to Capture Operations and Excellence, this role operates within the FEDSIM Center of Excellence (CoE) and reports to the FEDSIM CoE Vice President.
The Volume Lead will be responsible for developing and delivering Task 1: Program Management for a FEDSIM proposal. Additional responsibilities include overseeing written products such as staffing rationale, Key Personnel Qualification Matrices (KPQMs), transition planning, corporate experience, and quality plans.
FEDSIM opportunities range from $300 million to over $1 billion in total contract value.

Key Responsibilities
- Lead the writing and technical development of the Program Management section of the proposal.
- Collaborate with CoE artifact owners, SMEs, task leads, bid PMs, key personnel, slide engineers, graphic leads, Capture Managers, Growth Managers, and Proposal Managers to ensure seamless execution.
- Incorporate best practices, innovation, and organizational models to support customer goals, enhancing the proposal with clear explanations and compelling graphics.
- Align the Program Management section with win themes in the "Why Leidos" narrative, demonstrating the company's value to customers.
- Write and deliver the Program Management (Task 1) portion of the Oral Presentation, engaging from early proposal meetings through final submission.
- Develop organizational models that support technical approaches in program execution.
- Identify resource gaps and ensure necessary personnel and tools are in place to complete the proposal.
- Review government documents-including RFI, PWS, eRR, Final RFP, and RFQ-to understand requirements and shape the final submission.
- Guide the development of program management strategies through planning worksheets, ensuring alignment with proposal slides.
- Lead and facilitate major meetings such as kickoff sessions, strategy discussions, weekly sprints, and formal proposal reviews (color team reviews).
- Contribute to the development of risk assessments, service level agreements (SLAs), and quality management plans, ensuring alignment with the final solicitation (TOR).
- Collaborate with the transition manager to create a seamless startup plan that integrates with the overall program management approach.
Required Qualifications
- 5+ years of experience leading FEDSIM proposals, specifically in one or more of the following areas: Project Staffing Plans, Staffing Rationale, Program Management, Oral Presentations, or Transition Planning.
- Bachelor's degree and 15+ years of experience (or a combination of additional education or experience) , including 4+ years in a leadership or management role.
- Strong leadership and communication skills, with the ability to manage teams, resolve challenges, and drive proposal success.
- Willingness to work onsite during critical proposal phases, especially when the Final TOR (solicitation) is released-which may require evening and weekend availability.
Preferred Qualifications
- Experience as a Volume Lead on a winning FEDSIM proposal within the last five years.
- Project Management Professional (PMP) certification from the Project Management Institute (PMI).
- Certified ScrumMaster (CSM).
- Active security clearance.

Pay Range:
Pay Range $148,850.00 - $269,075.00
