The Metrics Analyst will work across all areas of the program (PMO, Operations, Engineering, Cyber) to ensure that effective metrics are developed, collected, analyzed, and presented on both a continual and ad hoc basis using the existing infrastructure. The candidate will be responsible for implementing primarily Cloud and network-related metrics that have positive impact and assist in driving sound management decisions for the U.S. Coast Guard's enterprise Cloud.
Primary Tasks:
- Obtain and normalize data for usage.
- Develop effectiveness and efficiency Cloud metrics that show return on investments (ROI) and propose for government approval.
- Develop impact metrics demonstrating the maturity of enterprise Cloud management and identify gaps and/or opportunities for improving maturity/performance.
- Develop a balanced scorecard to display the level of effectiveness/efficiency of the enterprise Cloud.
- Build dashboards using data analysis and visualization tools, e.g. Tableau or PowerBI to support on-demand metrics representation.
- Track metrics initiatives and other projects for the program.
- Set up tools and mechanisms for automating metrics as much as possible.
- Report metrics and project progress in customer and/or regular program meetings.
- Research tools, techniques, frameworks, processes, and best practices in metrics and recommend improvements to program and customer leadership.
- Collaborate with other customer metrics teams on high-level efforts with the ability to lead certain projects.
- Work with internal and external stakeholders to develop new reports and automate existing reports.
- Help the program redefine and redesign currently-existing metrics in accordance with the government's needs and specifications.
- Understand the gaps within the customer's current data and metrics toolset and make recommendations for additions, replacements, enhancements, and improvements.
Education/Experience: BS or higher in Business Analysis/Intelligence, Mathematics, Statistics, Computer Science, Economics, or related area, plus minimum of 8 years prior relevant experience, or Master's with minimum 6 years prior relevant experience.
Successful candidates must possess the following skills:
- One or more relevant certifications, e.g. Tableau Desktop Certified Associate, Tableau Desktop Certified Professional, Microsoft Certified: Data Analyst, Microsoft Certified: Power Platform Fundamentals, etc.
- Candidates should also demonstrate the following:
- Ability to translate business requirements into technical solutions via a structured process.
- Strategic vision and analytical thinking.
- Excellent analytical, decision-making, and problem-solving skills.
- Familiarity with standard project management methodologies, e.g. PMI
- Ability to manage multiple projects simultaneously and prioritize accordingly.
- Extensive experience in creating and maintaining balanced scorecards, dashboards, and other data visualizations for tactical, strategic, and executive-level audiences.
- Exceptional interpersonal skills, and spoken and written communication skills to frequently interact with all levels of the organization, including presentations for stakeholders.
- Exceptional analytical ability to quickly gather facts, perform root cause analysis, and draw conclusions in collaboration with other team members.
- Ability to work cross functionally within technical and business parts of the organization.
- Strong problem solving and analytical skills, organizational skills, and attention to detail.
- Ability to work in a fast-paced, demanding, and fluid environment.

Preferred Qualifications
- Expert at designing and producing metrics, KPIs, and data visualizations.
- Expert at creating interactive metrics dashboards using Power BI, Tableau, Tableau Prep Builder, or other data visualization/analysis tools.
- Expert at generating reports, charts, and graphs for all levels of an organization.
- Expert at maintaining; integrating; preparing; and extracting, transforming, and loading (ETL) complex and/or large datasets for analysis.
- Strong background in Cloud operations and/or engineering
- Familiar with programming languages such as python, SQL, etc.
- Advanced relevant certifications or equivalent courses, certificates, etc.
- Experience in continual improvement frameworks, methods, and implementation

Pay Range:
Pay Range $89,700.00 - $162,150.00
