Description
Leidos Digital Modernization Sector is looking for a License Manager to work on the Army Global Unified Network (AGUN) - Increment 1 (INC1) program. The Global Enterprise Network Modernization - OCONUS (GENM-O) is a critical mission provider responsible for keeping the Army connected through global network modernization projects. The Army Global Unified Network (AGUN) - Increment 1 (INC1) will unify the next generation of Army transport to comply with the Joint Regional Security Stack (JRSS) divestiture mandate. A phased systematic approach is required to provide individual sites with standardized, updated technology systems to ensure the Army's Information Technology (IT) infrastructure is equipped to provide soldiers with cutting-edge technology to ensure applications, data, and enterprise services are accessible, trusted, and interoperable across the globe.

The License Manager is responsible for planning, acquiring, tracking, and managing software licenses across the enterprise. This role ensures compliance with vendor agreements, minimizes financial and legal risks, supports IT governance, and identifies opportunities for cost optimization. The role requires a blend of technical expertise, vendor management, and strategic planning to maximize the value of the organization's software investments.
Primary Responsibilities:
- Develop and implement a Software Asset Management (SAM) strategy to govern license usage.
- Track and monitor software entitlements, installations, and usage for compliance.
- Lead vendor negotiations, license renewals, and contract management.
- Manage the full software lifecycle from procurement to retirement.
- Perform internal license audits; support external vendor or regulatory audits.
- Maintain accurate license inventory in SAM tools (e.g., Flexera, ServiceNow SAM, Snow).
- Partner with IT, Procurement, Finance, and Legal teams to align license policies with business needs.
- Provide regular compliance and cost-optimization reports to leadership.
- Support cybersecurity and regulatory compliance by enforcing proper licensing controls.
Basic Qualifications:
- Bachelor's degree in Information Technology, Business, or related field. A combination of education and experience will be considered in lieu of a degree.
- US Citizen with a Secret security clearance.
- DoD 8570 certifications.
- IAT II, OS.
- 3+ years of experience in software asset management, IT procurement, or IT operations.
- Strong knowledge of software licensing models (perpetual, subscription, SaaS, cloud).
- Hands-on experience with SAM tools and asset tracking systems.
- Excellent vendor negotiation and contract management skills.
- Excellent written and verbal communication skills
- Ability to collaborate with cross-functional stakeholders
Preferred Qualifications:
- Certified Software Asset Manager (CSAM), ITIL, or related certification.
- Experience managing enterprise agreements with vendors such as Microsoft, Cisco, Palo Alto, or other IT tools.
- Knowledge of compliance frameworks such as ISO 19770, SOX, NIST, or FedRAMP.
- Proven ability to identify cost savings and efficiency opportunities in license management.

Pay Range:
Pay Range $50,700.00 - $91,650.00
