Leidos has an opening for a Global Customs Lead, to oversee centralized core activities related to customs and import compliance. As a core pillar of Leidos' Global Trade organization, you will be providing strategic and pragmatic advice for Leidos' international business operations. Reporting to the Vice President & Senior Assistant General Counsel, your responsibilities will include establishing and maintaining policies, managing certain shipment activities, coordinating cross-functionally, and leading efforts to mitigate risk.

The successful candidate will have a proactive and pragmatic approach to global trade compliance, deep subject-matter experience, the ability to communicate effectively across all levels of the business, and a team mentality.

Key Responsibilities

  • Serve as the subject matter expert to internal and external stakeholders concerning import compliance matters
  • Manage Customs Broker relationship including Standard Operating Procedures (SOPs), Key Performance Indicators (KPIs), discrepancies, etc.
  • Identify import compliance issues and risk areas, develop solutions and provide guidance to resolve issues that support business objectives while ensuring compliance with applicable laws and regulations, including Leidos policies and procedures
  • Strategically and pragmatically lead the development, implementation, and continuous improvement of customs compliance strategies and policies
  • Provide advice and strategic recommendations to minimize costs, delays, and risks
  • Advise on and shape the customs function at Leidos
  • Serve as a liaison between the company and regulatory authorities, managing and/or leading audits and reviews as needed
  • Oversee the management of customs documentation, ensuring shipments meet regulatory requirements
  • Maintain up-to-date knowledge of customs laws and trade agreements, as well as applying such knowledge company-wide
  • Coordinate with external partners, to include customs brokers, freight forwarders, and government authorities
  • Develop and deliver training programs to stakeholders to promote awareness and adherence to compliance standards
  • Establish and monitor internal KPIs for customs processes to maximize operational efficiency
  • Develop and maintain key metrics relating to Leidos' customs and import processes
  • Collaborate with internal teams, such as Legal, Supply Chain, Finance, and Treasury, to resolve issues promptly
  • Lead and/or participate in customs audits and assessments
  • Provide guidance and recommendations for trade-related data, such as U.S. Harmonized Tariff Schedule (HTS) & Schedule B classifications, country-of-origin (COO) determinations, valuation, special trade programs, etc.
  • Independently manage the customs process

Basic Qualifications

  • Bachelor's degree
  • 12+ years of prior experience in customs and import compliance, with at least 4 years in a leadership role, or an advanced degree with 10+ years of prior relevant experience
  • Ability to obtain and maintain a Top Secret security clearance
  • Licensed Customs Broker
  • Strong knowledge of U.S Customs and Border Protection (CBP) and other government agencies (e.g., FDA, EPA, etc.) customs regulations, trade compliance laws, import/export documentation
  • Strong knowledge of HTS, COO, Valuation, Import Bonds, Carnets, Duty-Free Exemptions, FTA, FTZ, AD/CVD
  • Experience with the movement of commodities licensed by the Bureau of Industry Security (BIS) and/or Directorate of Defense Trade Controls (DDTC)
  • Proficiency in the CBP ACE Portal
  • Proven ability to develop and implement effective compliance strategies and policies
  • Strong analytical skills and attention to detail, with the ability to identify risks and implement solutions
  • Excellent written and verbal communication skills, with the ability to engage stakeholders at all levels of the organization
  • A team player mentality, with the ability to execute both strategically and operationally
  • Ability to problem-solve and to work under time-sensitive circumstances
  • Proactive and solution-oriented
  • Self-motivated and results-oriented with ability to prioritize and make independent decisions.

Preferred qualifications:

  • General understanding of U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC)
  • Track record of managing complex global customs compliance activities in multiple regions
  • Experience with tool development and tool integration
  • 5+ years of senior management experience

Pay Range:

Pay Range $134,550.00 - $243,225.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
