Insider Threat Program Policy SME
Description
The Digital Modernization Sector at Leidos currently has an opening for a Policy SME for the Department of Homeland Security (DHS) Insider Threat Program (ITP). The ITP Policy SME is responsible for developing, implementing and coordinating policies related to User Activity Monitoring (UAM) and Intelligence Analysis for the ITP Program within DHS. The role ensures the organization's current and future state comply with legal/regulatory requirements, and supports the identification and mitigation of threats through the development of advanced intelligence analysis and identification of future state requirements. The role will also require providing staff officer support to the customer ensuring all documents, tasks, and requirements adhere to the highest standards for enterprise publication and distribution.
The selected candidate will be responsible for the following:
- Develop and maintain policies and procedures for User Activity Monitoring, Intelligence Analysis Tactics, Techniques and Procedures ensuring compliance with applicable laws, organizational directives, policies and standards.
- Counsel Leadership and stakeholders on future UAM policy, systems monitoring and intelligence analysis best practices.
- Analyze captured data to help drive development of future state capability to identify indicators of compromise, and counter unauthorized activity or potential threats to the organization.
- Collaborate with the Cyber Security Intelligence Response Teams to support forensic analysis and threat identification to drive development of future state best practices.
- Prepare and present policy recommendations and briefings to senior management and relevant stakeholders.
- Conduct research on emerging threats, monitoring technologies, and intelligence analysis methodologies for potential application.
- Compile, edit and publish documentation in support of the program
- Other duties as assigned.

Basic Qualifications:
- Bachelor's degree in a technical field (e.g. cybersecurity, IT) or in Intelligence Studies and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience.
- 6+ years of policy development, user activity monitoring or intelligence analysis
- Strong understanding of legal and regulatory requirements as they apply to the nexus of UAM and Intelligence Analysis
- Experienced and adept at developing and maintaining technical documents, analyses, and reports
- Advanced Microsoft Office Skills (PowerPoint, Word and Excel specifically)
- Previous experience as an Action Officer/Staff Officer
- Previous briefing experience at the Field Grade (O5/O6 or GS14/15) Level
- Active Top Secret government security clearance; ability to obtain DHS EOD SCI
Preferred Qualifications:
- Advanced Degree in Cybersecurity, Intelligence Analysis or related Discipline
- 10+ years of policy development, user activity monitoring or intelligence analysis
- Previous experience as an Executive level (General Officer (GO)/Flag Officer (FO)/Senior Executive Service (SES)) Action Officer/Staff Officer
- Previous briefing experience at the Executive/Agency (GO/FO/SES) Level
- Previous experience using work flow management software.
- Previous policy development experience at the Agency Level.
- Previous experience as an instructor/curricula developer
- Previous Technical Writing/Editing/publishing experience.

Pay Range:
Pay Range $112,450.00 - $203,275.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
