The NISC IV program at Leidos has an opening for a Human Resources Specialist with prior federal experience. The selected candidate will be required to work out of the FAA DFW office 5 days per week. You will be required to perform professional HR services to a variety of customers/assigned organizations, covering a mixture of HR functions to include, but not limited to; recruitment, staffing/placement, classification, and position management principles, practices, and techniques.

Primary Responsibilities:

  • You must provide a full range of HR products and services to address a wide range of complex, interrelated HRM problems and issues.
  • Locate and identify qualified candidates for vacancies through competitive and noncompetitive processes.
  • Counsel's applicants, employees, and managers on issues of varying complexity concerning recruitment, staffing, and compensation programs.
  • Perform multiple and varying assignments under the limited direction of the HR Branch Manager, supervisor, or team lead.
  • Participates in development of creative results-driven approaches to recruitment and placement, strategic rewards, continuous learning, or employee and labor-management relations.
  • Apply experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments and merit system principles to attract, develop, manage, and retain a high quality and diverse workforce.
  • Provides employment, staffing, and compensation services to fill paraprofessional, professional, technical, specialized, and related support positions. Plans, coordinates, and implements approved organizational structures that support desired grade/band levels and career pathways.
  • Assists managers and supervisors by providing advisory guidance on titles, series, and grade/band levels and in developing credit plannings and other documentation necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions.
  • Identifies, analyzes, and resolves difficult problems (e.g., qualification disputes, controversial staffing issues, etc.); and provides guidance to less experienced staff.
  • Research, interprets, and applies HRM laws, rules, regulations, policies, precessions, etc. that are typically general, inapplicable, or have gaps in specificity that require considerable interpretation and/or adaptation for application to issues and problems.
  • Drafts and builds job vacancy announcements for the various/multiple occupational job series (e.g., 1825, 2101, and 2152) for publishing.
  • Generates candidate referral lists and audits selections ensuring adherence to veteran's preference; closes referral lists when LOB requests list be closed.
  • Evaluates applications and resumes for qualifications and adjudicates veteran's preference. Tentative issues and firms offer letters (TOL and FOL).
  • Initiate hire actions in Workforce Transformation and Tracking Systems (WTTS) and processes new hire action within Federal Personnel Payroll System (FPPS).
  • Generates reports detailing applicant's status: outstanding clearance(s) and TOL/FOL date.
  • Research discrepancies to make system corrections and provides management final report.
  • Ensures personnel actions are annotated with the appropriate nature of action, legal authority, pay, and remarks; collects/analyzes data and information concerning time-to-fill metrics and accuracy of personnel actions.

  • Established policies/procedures provide guidance for most assignments but allow considerable discretion for employees to select the most appropriate approach(es) or recommend new approaches.
  • Assists management by researching and gathering documents associated with Equal Employment Opportunity (EEO) complaints, Freedom of Information Act (FOIA) requests, and drafting initial response to Congressional complaints.
  • Supports management in developing workforce by assisting in providing critical training to lower grade HR specialists on HR policies, procedures, information systems, veteran's preference, applicant rating, referring, selection, on-boarding, and hiring.
  • Provides quality assurance checks on ratings and new hire accomplished by lower-level specialists.
  • Performs other duties as assigned.

Qualifications:

  • BA degree with 4-8 years of prior experience or 10 plus years of experience in lieu of a degree.
  • Must be able to demonstrate considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities.
  • Serves as the link between client organizations and the processing center by researching and coordinating technical requirements to ensure personnel actions are researched and coordinated with customers before forwarding to the processing center for final action.
  • Resolves most problems and work issues without the assistance of the manager, team leader, or more experienced specialist. Work is reviewed periodically, typically at major milestones and at completion for compliance with policy, applicable agreements, conformance to performance metrics, and alignment to organizational goals/objectives.
  • Must have prior federal human resource experience.

Preferred Qualifications:

  • Ability to use intermediate functions of various software applications (Windows); e.g., Word, e-mail, internet browser, spreadsheets, databases, to prepare documents, access web sites, input data, and update employee records
  • Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.
  • May perform some leadership functions for small projects or other work activities.
  • May provide input to management on internal processes to further streamline and enhance branch efficiencies.
  • May develop and deliver briefings, status reports and correspondence to managers and employees to foster understanding of policies, procedures, trends, problems and recommendations.
  • Recommend improvements to processes and systems.

Pay Range:

Pay Range $63,700.00 - $115,150.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
