Senior Financial Analyst - CBRN DCO
Role and responsibilities

Provide technical, programmatic automated database data entry and editorial assistance to the medical chemical and biological defense science and technology program managers in the preparation of narrative and tabular documentation to support the Planning, Programming, Budgeting and Execution, as well as associated activities.

  • Build annual Command Budget Estimates and develop Unfunded Requirements requests.
  • Manage disbursement rate related to the CBDP S&T programs, including core and congressional funds.
  • Provide technical, programmatic automated database data entry and editorial assistance to the medical chemical and biological defense science and technology program managers in the preparation of narrative and tabular documentation to support the Planning, Programming, Budgeting and Execution (PPBE), as well as associated activities.
  • Develop reports, summaries, and/or briefing materials utilizing RDT&E and Medical Chemical and Biological Defense Research Program (MCBDRP) program databases and written program descriptive materials.
  • Organize fiscal budget reviews as required.
  • Prepare guidance for the establishment of fiscal spend plans.
  • Prepare analysis of monthly financial performance measurements of funds execution status.

Minimum requirements:

  • BA degree and 8 - 12 years of prior relevant experience or Masters' with 6 - 10 years of prior relevant experience or overall equivalent experience
  • Must have successful track record of specialized experience tracking and managing research program funds.
  • Fluency with government and US Army software suites is critical. The CBRN DCO makes extensive use of financial and programmatic tracking and planning software including the General Funds Enterprise Business System (GFEBS), Joint Integrated CBRND Analytic Platform (JICAP), and Joint Service Chemical Biological Information Systems (JSCBIS).
  • For purpose of planning, work will be performed in an office setting with personnel available for government interactions between the core hours 0900 and 1500 hours each Federal workday.
  • Assume that sites of operation will be near the Head Quarters (HQ) and USAMRDC (Fort Detrick)
  • Normal workdays are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day, 40 hours per week. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0900 to 1500 daily, not including a lunch break.
  • Telework may be permitted.
  • All contractor personnel shall be required to complete and sign a contractor NDA prior to beginning work on the subject contract.
  • Contract mandates must be a United States citizen.
  • Must have a DoD Secret clearance.

Preferred requirements:

  • Additional familiarity with other commercial, government, or Department of Defense suites, including the Electronic Document Management System (EDMS), Enterprise Task Management Software Solution (ETMS2), and SharePoint is preferred.

Pay Range:

Pay Range $89,700.00 - $162,150.00
